Job summary

Tetra Tech EC, Inc. is seeking a Health and Safety Manager to lead and implement safety programs at mine and heavy construction sites across the United States. The role requires extensive field experience, strong leadership, and the ability to stop work when hazards are identified.

Responsibilities include conducting inspections, JSAs, daily safety analyses, training staff, and managing HASPs with MSHA/MSO regulations, while coordinating with project teams and clients.

Qualifications

  • Bachelor's degree in Industrial Hygiene, Occupational Safety, Health Physics, Science, Engineering or a related field.
  • 10+ years of construction safety experience, including heavy civil earthwork, excavation, and environmental remediation.
  • 5+ years as dedicated Site Safety Officer or Safety Manager.
  • Current First Aid, CPR, and AED certification.
  • MSHA Part 48 training and working knowledge of MSHA regulations.
  • Experience implementing HASPs in mining and heavy construction environments.
  • Experience conducting daily safety inspections, JSAs, pre-task planning, safety orientations, incident investigations, corrective action tracking.
  • Working knowledge of OSHA, MSHA, and environmental regulations.
  • Experience mitigating hazards from heavy equipment, excavation, trenching, mobile equipment, heat illness, dust control, lifting/rigging.
  • Strong communication and leadership with authority to stop unsafe work.
  • Proficiency with MS Office and safety management systems.

Responsibilities

  • Work under the direction of a Site Health & Safety Manager to implement Environment and Safety programs for a mine site regulated under MSHA Part 48.
  • Identify and evaluate safety/health hazards in construction/remediation; address Focus Four hazards and additional company risks.
  • Collaborate with project team to control hazards via elimination, engineering controls, and work standards.
  • Prepare Activity Hazard Analyses and daily Job Safety Analyses; issue hazardous work permits; manage changes.
  • Foster employee participation in the site Safety and Health Program.
  • Maintain knowledge of safety equipment, and perform administrative duties and reports.
  • Conduct weekly management inspections and stay current with safety standards.
  • Investigate injuries/illnesses/incidents; implement emergency procedures; conduct safety briefings/trainings.
  • Ensure adherence to project plans, documentation, HASP requirements, and regulatory compliance.
  • Travel to project sites; support industrial hygiene air sampling as needed.
  • Lead safety trainings and coordinate with subcontractors and client personnel.

Essential Job Functions:

  • Work as, or under the direction of a Site Health & Safety Manager, ensuring implementation of Environment and Safety programs for a mine site regulated under MSHA Part 48.
  • Be proactive in identifying and evaluating safety and health hazards in the construction and remediation industries, particularly those associated with OSHA's Focus Four hazards - falls from elevations; struck-by equipment and loads; caught in excavations and machinery; and electrocutions, as well as company focus hazards including overexertion and environmental issues.
  • Work with project team to control hazards through elimination, engineering controls, and work standards.
  • Prepare Activity Hazard Analyses and daily Job Safety Analyses; issue hazardous work permits; and be involved in management of change processes.
  • Actively foster employee participation in the site Safety and Health Program.
  • Develop an understanding of the proper use and limitations of health and safety equipment, as well as new designs/equipment. Heavy administrative duties such as daily, weekly, and monthly reports.
  • Conduct and participate in weekly management inspections.
  • Keep current with developments in and interpretation of Environmental Occupational Health & Safety standards and regulations.
  • Investigate injuries, illnesses and incidents; implement emergency procedures
  • Conduct safety briefings and on-site staff training.
  • Be able to work productively with all members of the project team including employees, management, subcontractors and client personnel.
  • Monitor adherence to project plans and specifications; ensure implementation of documentation requirements.
  • Assist with implementing industrial hygiene air quality sampling.
  • Perform various other tasks as assigned.
Required Qualifications:
  • Bachelor's degree from an accredited institution with a focus in Industrial Hygiene, Occupational Safety, Health Physics, Science, Engineering or a related field.
  • Minimum 10 years of construction safety experience, including heavy civil earthwork, excavation, and environmental remediation projects.
  • Minimum 5 years serving as a dedicated Site Safety Officer or Safety Manager.
  • Current First Aid, CPR, and AED certification.
  • MSHA Part 48 Surface Miner training and working knowledge of MSHA regulations, including mine safety requirements, inspections, training, hazard recognition, accident reporting, and implementation of mine-specific safety plans and procedures.
  • Experience implementing and enforcing project-specific Health and Safety Plans (HASPs) in active mining and heavy construction environments.
  • Demonstrated experience conducting:
    • Daily safety inspections
    • Job Safety Analyses (JSAs)
    • Pre-task planning meetings
    • Safety orientations
    • Incident investigations
    • Corrective action tracking
  • Working knowledge of applicable OSHA, MSHA, and environmental regulations.
  • Experience identifying and mitigating hazards associated:
    • Heavy equipment operations
    • Excavation and trenching
    • Mobile equipment interactions
    • Heat illness prevention
    • Dust control
    • Lifting and rigging
    • Working around geosynthetics and containment systems
  • Strong communication and leadership skills with the authority to stop work when unsafe conditions are identified.
  • Proficiency using Microsoft Office and electronic safety management systems for reporting, inspections, and documentation.
Preferred Qualifications:
  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or equivalent professional safety certification.
  • HAZWOPER 40-Hour certification.
  • Experience on mining, landfill, heap leach, or other geomembrane-lined containment projects.
  • Experience implementing Behavior-Based Safety (BBS) programs and leading project safety initiatives.
  • Qualified MSHA Part 48 Instructor authorized to conduct MSHA New Miner, Experienced Miner, and Annual Refresher Training.
  • Waste Management coordination and administration experience.
  • OSHA 30-Hour Construction Safety certification.
Physical Requirements:
  • Ability to lift up to 50 pounds.
  • Ability to stand for several hours continuously while working at a job site.
  • Prolonged periods sitting or standing at a desk and using a computer.
Work Environment / Environmental Factors:
  • This position will include both office, remote (home) work, and field assignments.
  • Field assignments could include exposure to the elements for prolonged durations. Personal protective equipment and other means to protect workers from the elements will be utilized per our safety standards and as necessary.
Additional Information:
  • Williging and ability to travel extensively and work on project sites throughout the United States, including remote and geographically isolated locations, for extended durations.
  • Travel up to 90%.

Compensation:

Pay commensurate with experience.

Pay Range: $90k-$120k

A pre-employment drug screen in compliance with federal regulations is required, along with a physical if needed.
