Job summary

ICF is seeking a Program Support Specialist to provide programmatic, administrative, and analytical support to the Office of Head Start under CSIP. This role supports grants management, oversight, and data-driven program administration for Head Start, Early Head Start, and Early Head Start–Child Care Partnership grants.

Qualifications

• Bachelor’s degree in early childhood education, human services, public administration, or related field.
• 2+ years of experience supporting early childhood programs (Head Start/ Early Head Start preferred).
• 1+ years of experience using web-based data management or tracking systems.
• Experience in federal monitoring of Head Start programs or related finance and compliance areas is preferred.
• Ability to travel up to 25%.
• US government security clearance required (will be initiated upon hire).
• Valid driver’s license and ability to pass an MVR check.

Responsibilities

• Support review, analysis, and documentation of grant applications and post-award activities.
• Assist in reviewing applications for completeness, compliance, and federal regulations.
• Document analyses and communications in federal information systems such as HSES and GrantSolutions.
• Prepare funding recommendations, summaries, and grant-related correspondence.
• Support ongoing grant oversight, including review of enrollment data and monitoring findings.
• Assist with identification of programmatic or compliance issues and follow-up activities.
• Contribute to planning, monitoring preparation, and post-review documentation.
• Assist in developing policy-aligned guidance and technical assistance materials.
• Assist with data collection, aggregation, and basic analysis to support grant oversight.
• Complete required documentation related to grant requests, monitoring, and administrative actions.
• Contribute to national initiatives and ad hoc program support.
