The Applied Research Laboratory at Penn State University in State College, PA seeks a Division Head for the Strategic Systems Operations Division (SSO). The role leads technical teams, shapes R&D programs, and ensures growth aligned with ARL and university goals.

Candidate will report to the Head of the Information Advantage Office, manage budgets and staffing, and build strong sponsor and partner relationships to advance national security research. Hybrid on-site/remote work is expected.

Qualificações

• Active TS/SCI security clearance required.
• Demonstrated leadership in technical programs and personnel management.
• Experience securing and sustaining external funding in EMS, RF, or related fields.
• Strong communication with sponsors and stakeholders across audiences.

Responsabilidades

• Provide strategic and technical leadership for the Strategic Systems Division (SSO).
• Build and lead high performing teams across engineering, science and support staff.
• Lead interdisciplinary R&D programs from concept to delivery with rigor and clarity.
• Manage division operations: planning, budgeting, staffing, facilities, proposals, risk.
• Foster sponsor relationships and position SSO as a central ARL contributor.
• Represent the division at executive level with sponsors, ARL leadership and partners.
• Lead, manage and improve professional development and onboarding.
