Program Administrator - Resident and Community Services (HCV Management Administrator)

Reporting directly to the Deputy Director of HCV, the position involves strategizing and implementing departmental goals, community engagement, and streamlining processes for efficiency.
Job Summary
The Housing Choice Voucher (HCV) Management Administrator oversees program compliance for HCV programs in alignment with federal laws, HUD regulations, and DHA policies. This role includes supervising assigned staff, auditing compliance-related activities, and tracking program integrity issues. The Management Administrator develops departmental policies, provides training, manages compliance reports, and ensures effective communication with internal and external stakeholders. The role also involves strategizing and implementing departmental goals, community engagement, and streamlining processes for efficiency.
- Interpret and administer HUD regulations and DHA policies for HCV programs.
- Prepare and maintain administrative records for compliance, including action plans and regular reporting.
- Research, monitor, and follow up on program violations.
- Recommend and oversee staff training initiatives and performance improvements.
- Audit leasing and contract activities, SEMAP compliance, income-related processes, and program admission/termination procedures.
- Manage program integrity by addressing issues like incorrect payments and income reporting discrepancies.
- Supervise assigned staff and oversee vendor/participant payment adjustments.
- Conduct or coordinate compliance and process improvement training for staff.
- Foster a professional work environment and maintain positive employee relationships.
- Work closely with the HCV leadership to achieve department goals.
- Coordinate with internal departments and external partners for seamless communication.
- Perform other duties as assigned.
Minimum Qualifications
Education:
- Bachelor’s degree in business administration, Public Administration, or related field (required)
Experience:
- Minimum of five (5) years of management experience, including supervisory roles.
- Four (4) years of experience with HCV/HUD program compliance.
- Knowledge of HCV program compliance and related processes.
- Experience in coordinating with community and city agencies.
- Expertise in human relations and dispute resolution.
Equivalency:
- A combination of education and experience may substitute for the educational requirements.
Licenses and / or Certifications
- Valid Colorado driver’s license with a clean driving record.
