Ahtna Solutions is seeking a Hazardous Waste Program Operational and Compliance Support professional for the Presidio of Monterey (POM). The role requires knowledge of EPCRA, RCRA, DOT shipping requirements, and waste tracking in a regulatory context.

The incumbent will support the Hazardous Waste Manager in warehouse and field operations, track waste profiles, documents, and inspections while ensuring proper storage and reporting. This is a full-time role with competitive benefits.

Summary:

Ahtna Solutions is seeking to fill positions for the Hazardous Waste Program Operational and Compliance Support Program for the Presidio of Monterey (POM).

The incumbent will be knowledgeable of pertinent federal, state and local laws, regulations, licensing/permitting requirements, policies and precedents which affect programs and related issues in the areas of Spill Prevention and Response, recycling, Pollution Prevention Act, Emergency Planning and Community Right to Know Act (EPCRA), Solid Waste Disposal Act, Resource Conservation and Recovery Act and general hazardous waste operations.

The pay rate for this position is $46.67/hour.

Essential Duties and Responsibilities: (including but not limited to)

  • Providing customer service to Presidio of Monterey (POM) tenants as needed to facilitate hazardous waste disposal
  • Supporting the POM Hazardous Waste Manager in the warehouse and in the field
  • Tracking incoming waste and creating waste profiles
  • Documenting waste electronically via Army/DoD proprietary tracking software
  • Packing and labeling containers
  • Creating DOT proper shipping names (PSN)
  • Ensuring waste is stored properly in the warehouse
  • Track holding times for incoming waste
  • Assist in preparing waste for disposal, including packaging
  • Assist with reviewing various documents, such as waste profiles, manifests, etc.
  • Ensure all documents required to be preserved are scanned and filed electronically and hardcopy as needed
  • Ensure all documents are received as required
  • Provide assistance reviewing projects/actions that have hazardous waste requirements
  • Information data collection and compiling in support of regulatory and Army/DoD reporting
  • Provide training/compliance assistance to any tenant or Directorate as needed for hazardous materials or hazardous waste
  • Conduct hazardous materials compliance inspections at various facilities throughout POM properties
  • Inspect hazardous materials shall be at least quarterly and also on an as-needed basis in response to compliance requests or complaints
  • Document inspection findings and corrective actions
  • Re-inspect as necessary to ensure corrective actions are implemented
  • Track and conduct required tank inspections at POM properties
  • Tanks shall be inspected at least monthly
  • Assist with tank closure documents as needed
  • Identify all tenants at POM properties that have operational requirements to store hazardous materials to support inventory
  • Develop and document hazardous materials inventory (Only required to be done once, and then updated as needed) for Program Manager review/approval
  • Develop and draft Hazardous Materials Management Plan (HMMP) for Program Manager review/approval in accordance with Army Regulation 200-1, Department of Army Pamphlet 710-7 (Hazardous Materiel Management Program), Installation Management Command HMMP Guidance
  • Develop and draft Hazardous Materials Authorized Use List (AUL) for Program Manager review/approval
  • Provide support to POM Fire (first responder) and respond to any hazardous materials or hazardous waste spills during normal business hours to provide onsite environmental guidance as needed and document incidents
  • Information data collection and compiling in support of regulatory and Army/DOD reporting.
  • Assist with developing hazardous materials language and guidance for Presidio of Monterey Environmental Division webpage

Minimum Qualifications

  • High school diploma
  • Previous experience with hazardous materials and waste handling
  • Knowledgeable about warehouse safety and how to store waste properly
  • Previous experience with preparing waste manifest documents
  • Ability to pass a pre-employment drug screening and background check
  • Ability to complete the appropriate training to include OSHA Lead Awareness Training
  • Experience with DOT hazardous waste shipping requirements
  • Ability to read and understand safety data sheets (SDS’s)
  • Hazmat Training and/or Certifications
  • Working knowledge of Microsoft Office (Word, Excel, and Outlook)

Preferred Qualifications

  • Current 40-Hour HAZWOPER or 8-Hour HAZWOPER Refresher
  • CPR/1 st Aid Certified
  • Experience working on projects with Federal clients
  • Associate degree in Environmental Science, Chemistry, or a related technical discipline with direct hazardous waste handling experience.
  • Knowledge and experience with Alaska Native cultures
