Position Summary

The Hazardous Waste Coordinator will support Navarro’s environmental services work for the NASA Glenn ResearchCenterenvironmental contract in Cleveland, Ohio. This position coordinates hazardous waste and hazardous material compliance activities across federal government facility operations, including varied construction, research, maintenance, excess property, and geographically separate work locations.

The Hazardous Waste Coordinator will apply federal and Ohio environmental regulatory knowledge to manage hazardous waste activities, waste profiles, off-site shipments, material evaluations, information systems, and compliance coordination for NASA Glenn Research Center, Lewis Field, and the Armstrong Test Facility.

Responsibilities
  • Coordinate hazardous waste management activities for multiple, varied, and geographically separate NASA Glenn ResearchCenterwork locations, including Lewis Field and the Armstrong Test Facility.

  • Apply 40 CFR Parts 260 – 279 requirements, including Hazardous Waste Management System, standards applicable to waste generators, transporters, and treatment, storage, and disposal facilities, land disposal restrictions, universal waste management, PCBs, and used oil management.

  • Support compliance with Ohio Administrative Code OAC 3745 Ohio Environmental Protection Agency regulations and 29 CFR Part 1910 OSHA regulations.

  • Manage self-lab pack operations, waste profile approvals, and coordination of off-site waste shipments with multiple generators.

  • Evaluate real andpersonal propertytoidentifyenvironmental liability and potential materials of concern, including ITAR, asbestos, mercury, and lead.

  • Support material reclamation and preciousmetalsrecovery regulatory compliance activities.

  • Implement and support hazardous materials and waste information systems in varied work environments.

  • Coordinate with Ohio EPA, local sewer authorities, county agencies, emergency-management organizations, NASA stakeholders, and internal project personnel to support compliant, safe, and effective waste management activities.

  • Experience with Ohio, Cuyahoga County, and Erie County environmental regulations and working for a government facility.

  • Minimum of an associate degree or equivalent two-year undergraduate academic program in environmental science or another closely related academic discipline.

  • Experience with 40 CFR Parts 260 – 279 requirements, including hazardous waste generator, transporter, and treatment, storage, and disposal facility standards; land disposal restrictions; universal waste management; PCBs; and used oil management.

  • Experience with Ohio Administrative Code OAC 3745 Ohio Environmental Protection Agency regulations and 29 CFR Part 1910 OSHA regulations.

  • Proven ability to remotely manage waste management activities at multiple, widely varied, and geographically separate sites, including separate buildings, separate work locations, and separate physical locations of NASA Glenn Research Center, Lewis Field, and the Armstrong Test Facility.

  • Demonstrated ability and experience managing self-lab pack operations, waste profile approvals, and off-site waste shipments with multiple generators.

  • Demonstrated experience evaluating real andpersonal propertytoidentifyenvironmental liability and potential materials of concern, including ITAR, asbestos, mercury, and lead.

  • Experience with material reclamation and preciousmetalsrecovery regulations.

  • Experience implementing hazardous materials and waste information systems in vastly different work environments.

  • Resume must include the month and year for both the start and end date of each work experience for key personnel review by the Government.

Preferred Qualifications
  • Relevant NASA experience.

  • Experience supporting hazardous waste, universal waste, PCB, used oil, hazardous materials, property evaluation, waste shipment, and environmental compliance programs at a federal government research or operations facility.

  • Experience coordinating hazardous waste activities in Ohio with Ohio EPA, Cuyahoga County, Erie County, local sewer authorities, and emergency-management organizations.

Education and Experience

Minimum of an associate degree or equivalent two-year undergraduate academic program in environmental science or another closely related academic discipline, with experience supporting hazardous waste management, Ohio EPA regulatory compliance, OSHA compliance, property evaluation, waste profile approvals, off-site waste shipments, and multi-site waste management activities in a federal government facility environment.
