Job summary

Job Summary

The GIS Technician supports Ozaukee County’s Geographic Information Systems (GIS) and Land Information Program through parcel mapping, Next Generation 911 (NG911) data maintenance, quality control, and mapping services for County departments, municipalities, and the public.

Working under the direction of the GIS Manager / Land Information Officer, this position uses ArcGIS Pro efficiently to maintain accurate geospatial data and complete daily GIS production work. The position assists with technical data preparation and validation; the GIS Manager / Land Information Officer establishes priorities, standards, and program requirements.

Essential Functions and Responsibilities

The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. 40% Parcel Maintenance and Data Quality

• Use ArcGIS Pro to maintain parcel geometry and attributes, including parcel splits, combinations, and boundary updates based on recorded documents and approved County procedures.
• Perform quality assurance and quality control (QA/QC), including topology and attribute checks; identify gaps, overlaps, and inconsistencies and document corrections.
• Interpret deeds, legal descriptions, plats, and other land records for parcel updates. Coordinate discrepancies with land records staff and refer ambiguous descriptions or boundary issues to the GIS Manager.
• Maintain other foundational GIS layers; convert and validate incoming data, document sources and edits, and use ArcGIS Parcel Fabric where implemented.

15% Mapping and Application Support

• Create maps, reports, and GIS products using ArcGIS Pro for County departments, municipalities, and external stakeholders.
• Perform spatial queries, geoprocessing, and routine analysis to support departmental requests.
• Prepare accurate data extracts and map layouts for internal use and public distribution under established procedures.
• Generate clear visualizations and data outputs to support decision-making.
• Provide limited support for existing ArcGIS Online maps, applications, and public data under the GIS Manager’s direction. Training in County web GIS workflows will be provided.

20% NG911 and Core Dataset Support

• Maintain NG911 address points, road centerlines, address ranges, road names, and emergency service boundaries using established County procedures and applicable state data standards.
• Coordinate address and road updates with municipalities and emergency services staff; assist in reconciling GIS data with Master Street Address Guide (MSAG) and Automatic Location Identification (ALI) records where applicable.
• Run validation checks, correct assigned errors, and assist with edge matching roads and boundaries with neighboring jurisdictions. Document unresolved issues for the GIS Manager.
• Prepare and validate NG911 datasets for state submission under the GIS Manager’s oversight and coordinate timely updates to support emergency response operations.

15% Customer & Department Support

• Respond to GIS data and mapping requests from County departments, municipalities, and the public.
• Provide technical assistance and guidance to GIS users.
• Coordinate with internal and external partners to obtain and share data.
• Support departments with GIS-related applications and data usage.

10% Administrative & Program Support

• Assist the GIS Manager with Land Information Program activities and reporting.
• Support data preparation and submission for state and regional requirements.
• Maintain documentation, records, and data inventories.
• Participate in meetings, training, and professional development activities.

Supervision Exercised

This position does not supervise staff but may assist in training interns or providing guidance to GIS users.

Minimum Education Qualifications

Education and/or Experience Requirements

• Associate’s degree or technical diploma in GIS, Geography, or a closely related field, or an equivalent combination of education, training, and practical GIS experience.
• At least two years of practical GIS experience involving geospatial data editing, quality control, and map production. Relevant internships or substantial applied GIS project experience may be considered toward this requirement.
• Demonstrated proficiency using ArcGIS Pro efficiently for routine editing, attribute maintenance, queries, geoprocessing, and map production is required.

Preferred Qualifications

• Bachelor’s degree in GIS, or a closely related field with substantial GIS coursework, preferred. Experience with parcel mapping and land records or NG911 addressing data is preferred; experience in both areas is desirable. GIS-related certification is preferred but not required.

Licenses and Other Requirements

Valid Wisconsin Driver’s License.

Minimum Knowledge, Skills, and Abilities Qualifications

• Working knowledge of GIS principles, mapping, and geospatial data management.
• Proficiency with ArcGIS Pro editing tools, geodatabases, attribute tables, spatial queries, geoprocessing, and map layouts. Prior ArcGIS Online or web application development experience is not required.
• Working knowledge of coordinate systems, data formats, data conversion, topology, and QA/QC processes.
• Ability to interpret parcel maps, legal descriptions, and recorded land documents and apply established procedures for parcel and addressing data maintenance.
• Strong attention to detail and accuracy.
• Ability to manage multiple tasks and meet deadlines.
• Strong communication and customer service skills.
• Ability to work independently and as part of a team.
