Job summary

Town of Pecos City seeks a GIS Specialist to develop and maintain the city's GIS infrastructure. You will input data, process GPS data, and integrate as-built drawings into GIS alongside parcel and utility layers.

You will perform QA/QC, build department apps, and provide GIS support across multiple teams, including city planning, with potential after-hours work and drone-based mapping.

Qualifications

• Bachelor's degree in GIS, Geography, Urban Planning, Civil Engineering, or related field with two years of GIS experience.
• Experience with ESRI ArcGIS Suite and related extensions; knowledge of AutoCAD Map preferred.
• Competence in data management, QA/QC, data validation, and digitizing.
• GISP certification preferred.

Responsibilities

• Develop and maintain the City's GIS, including data collection and GPS processing.
• Interpret as-built drawings and plans, linking them into GIS with COGO, digitizing, and GPS.
• Create and maintain GIS layers (parcels, streets, zoning, water/sewer, etc.).
• Perform QA/QC and routine data management to ensure GIS data accuracy.
• Build applications for department use and assist in data analysis and reporting.
• Provide first-response GIS support and monitor incidents per SLAs.

Job Summary

Under basic supervision from the Community Development Director and in collaboration with the Public Works Department, performs work in the development and maintenance of geographic and related information. Provides basic training and technical support to end users regarding Geographic Information Systems (GIS) and related hardware and software operations; may be required to attend after-hours or off-site meetings; performs related duties, as required.

• Prepare, collect, organize, and input data to maintain and enhance the City's GIS including field research and GPS data collection and processing.
• Assist with interpreting as-built drawings, construction plans, engineering plans, recorded maps, deeds, legal descriptions, imagery, and related source documents and incorporates them into GIS using various methods including coordinate geometry (COGO), digitizing, and GPS.
• Assist in the creation and maintenance of multiple GIS layers including parcels, streets, right-of-way, zoning, other development layers, and water/sewer system layers.
• Follow quality assurance (QA) and quality control (QC) processes, and perform routine data management tasks, such as data validation and correction, queries and editing in GIS to ensure GIS data accuracy, integrity, and completeness.
• Build Apps for various department utilization.
• Assist with GIS and data analysis, prepare and execute queries, produce maps, spreadsheets, graphs, and other analytical products.
• Provide first-response and follow-up support for the City’s GIS
• Monitor all open GIS-related incidents to ensure Service Level Agreements are

Required Knowledge, Skills & Abilities

Bachelor's degree majoring in GIS, Geography, Urban Planning, Civil Engineering, or related field AND two years of experience utilizing geographic information systems including ESRI suite of products; OR an equivalent combination of education, training, and experience. One year of experience with databases or digitizing as-built drawings plans is preferred. GISP certified preferred.

• Current principles, practices, terminology, and trends in Geographic Information Systems usage and modern land-based mapping application theory.
• Procedures, principles, and practices for the installation, configuration, upgrading, operation, and troubleshooting of GIS related hardware and peripherals including printers/plotters, GPS devices, and other related devices.
• GIS software includes ESRI's ArcGIS Platform (ArcGIS, ArcCatalog, ArcServer, ArcSDE; 0+ preferred), related extensions such as Spatial Analyst; Autodesk AutoCAD Map (v 2014+ preferred), and web-enabled GIS related software.
• Standard business applications including software required to accomplish the essential functionslisted
• Have or be willing to get a Part 107 FAA license to fly city drones.
• Must have a good driving record and be 21 years of age to drive city vehicle for data collection.

LICENSE AND CERTIFICATION REQUIREMENTS:

• Must possess an minimum of a valid Texas Class "C" driver's license upon hire and maintain throughout the length of employment with the City of Pecos.

• Must have or be able to obtain FAA Part 107 certification.
• GISP certification preferred.
