Overview

The Air Force Portfolio Geospatial Project Manager will perform project management duties including developing and executing project plans, creating work breakdown structures, monitoring and reporting on project status, managing project budgets and schedules, and defining project risks to ensure successful completion of multiple concurrent projects. Within the NV5 eGIS business unit this position will serve as the project manager for the Air Force Geospatial Program. This dynamic program currently encompasses both Air Mobility Command (AMC) and Air National Guard (ANG) components. The successful candidate will work onsite at Scott Air Force Base (AFB). The AMC team is housed at Scott AFB and it is expected that this PM will provide real time project progress reporting, support the execution teams, and serve as a liaison to federal clients. For the ANG program, this staff member will remotely provide these same services working closely with the NV5 onsite ANG team lead and visiting the Virginia location approximately quarterly. For both efforts, success is defined by meeting or exceeding clients\' expectations within budget, on schedule, and with a focus on excellence in customer communications and flexibility through agile project management techniques. Previous geospatial project management experience or technical skills is preferred given the nature of the programmatic work.

In addition to project management activities, this position will contribute to the growth of the eGIS business by identifying eGIS opportunities, supporting our account managers with opportunities identified by related company teams, representing NV5 at industry events, and other eGIS business development activities, as necessary.

Work Environment: Location is onsite. This position requires the employee to be onsite at Scott Air Force Base (AFB) for primary work duties.

Travel < 20% of the time.

Responsibilities
  • Work closely with the NV5 Air Force Program Manager and federal clients to lead and manage large, multi-year enterprise GIS projects for clients, using Agile project management techniques.
  • Collaborate with project stakeholders to identify product needs and acceptance criteria.
  • Support technical project teams, including software architects, developers, GIS specialists, data analysts, business analysts, documentation specialists, and SMEs, located in various offices; maintain continuous collaboration and coordination.
  • Manage project teams and tasks using web-based collaboration tools (e.g., MS Teams, MS SharePoint) and project management tools (e.g., Azure DevOps, Kanban boards) to stay within schedules and budgets.
  • Ensure stakeholder engagement throughout project lifecycles and lead face-to-face meetings with clients.
  • Serve as a trusted agent within the program to facilitate program flow, progress capture, and reporting.
  • Manage subcontractor budgets and resources to support project execution.
  • Maintain project budgets using corporate financial planning and tracking tools (e.g., Deltek) in adherence with corporate processes.
  • Coordinate with NV5\'s eGIS DOD/DOW Division Lead and account managers.
  • Contribute technical GIS subject matter expertise and domain knowledge as necessary.
Qualifications

Requirements:

  • Five years (minimum) of technical project leadership experience, with five or more years in the geospatial field.
  • Bachelor\'s or master\'s degree in a natural science, geospatial field (e.g., GIS, remote sensing, cartography, photogrammetry), business administration, or related field, or equivalent work experience.
  • Experience working within an Agile software development methodology.
  • Motivated team player with a positive attitude and ability to meet business challenges.
  • Demonstrated knowledge and experience supporting complex Esri-based GIS projects in a large enterprise context (including software development components).
  • Experience with business process analysis, data management, and enterprise geodatabase modeling.
  • Ability to manage multiple projects of varying complexity and scope.
  • Ability to adapt to new technology trends and translate them into client-ready solutions.

Experience/Skills Preferred (in addition to requirements):

  • PM certification (e.g., PMI PMP).
  • Certified Agile Scrum Master or Scrum Product Owner.
  • Experience with government agencies and academic organizations.
  • Experience creating and maintaining detailed documentation.
  • Knowledge of software development lifecycle.
  • Basic knowledge of geospatial architecture, back-end server technologies, front-end delivery technologies, and systems integration concepts.
  • Knowledge of geospatial standards, policies, and data portals.
  • Experience with spatial analyses and problem solving.
  • Experience working with diverse geospatial datasets (vector and raster).
