Job description

ACS Professional Staffing is looking for an employee to work on-site with our client. This Geographer 3 role provides advanced, professional-level GIS (Geographic Information System) analysis, support, and technical assistance to the Geomatics organization within the Real Property Services department. The Geomatics organization delivers geospatial support critical to the maintenance, operation, and development of new facilities. This position performs complex GIS services using computerized data capture, storage, and analytical techniques to produce visual displays, conduct spatial analysis, and generate tabular reports across a wide range of geographic projects. This full-time position in Vancouver, WA is open to candidates residing in Portland, OR.

Pay range: $39.19 - $55.99

Responsibilities
  • Provide SDE GIS database administration and management functions within the scope and authority of non-IT GIS personnel to validate optimal database integrity and performance.
  • Work with IT GIS staff to refine and develop GIS data editing workflows that utilize specifically designed tools and software extensions that incorporate industry standards and best practices.
  • Develop and maintain documentation of data management and workflow processes, procedures, and tools to provide training and guidance for managing an enterprise GIS database utilizing multi-user versioned editing workflows.
  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
  • With oversight and approval from the Manager:
  • Develop, configure, and assist in administration of ArcGIS Enterprise and/or ArcGIS Online GIS platform environments using industry standard web and software development tools and scripting languages.
  • Configure and maintain data and models within ESRI applications such as Utility Network, Parcel Fabric, Workflow Manager and Field Maps.
  • Develop systematic quality assurance and control (QA/QC) methods and workflows, using Python scripts or other automated techniques, to provide review of corporate transmission asset GIS data.
  • Create advanced geoprocessing scripts and/or models to assist in data analysis, integration, visualization, and automation of GIS product development.
  • Assist with the creation and maintenance of an enterprise-wide set of authoritative ArcGIS feature layers that include standard symbology, database query statements and current metadata.
  • Design and maintain databases and verify data quality using automated and manual techniques to enter, edit, and process data sets.
  • Support the timely delivery of data and map products between Geomatics and other organizational units for the design, acquisition, and construction of transmission facilities.
  • Develop records and data management processes, procedures, and tools for clients and provide guidance for managing these records and systems.
  • Prepare and maintain GIS datasets for external data sharing agreements and requests.
  • Give demonstrations, presentations and produce documents on GIS work performed by the organization.
  • Project Facilitation:
  • Facilitate technical aspects of GIS projects in support of transmission construction projects, fiber optic projects, communication system projects, land management and environmental projects. Support includes project-specific spatial analysis and the design and preparation of publication quality cartographic and tabular report products.
  • Coordinate the facilitation of GIS projects, including the development of technical priorities, client reporting and interface, or coordination and validation of project schedules.
  • Provide geographic expertise and consultation for long-range transmission facility right-of-way corridor planning projects, natural resource projects, operation and maintenance projects for existing facilities, environmental review and compliance projects, fish and wildlife projects related to program and mission.
Requirements
  • Bachelor’s degree in geography, cartography, natural resources, landscape architecture, environmental, urban, or regional planning, with a strong emphasis in computer assisted spatial analysis is preferred.
  • 6 years of experience required with an applicable Bachelor’s degree.
  • 10 years of experience required without a degree or applicable Bachelor’s degree.Experience should include providing professional GIS services utilizing computerized data capture, storage, and query and analysis techniques for visual displays, web applications, spatial analysis, and reporting on a wide variety of projects.
  • Knowledge of and skill in:
  • PC operating systems, ESRI ArcGIS software.
  • Working knowledge of Python or similar scripting language.
  • Ability to develop, maintain and modify geo-processing models and/or scripts, design and maintain geographic and relational databases, design and implement complex spatial analysis.
  • Ability to lead or train technicians or related staff in the conduct of Geographic Information Systems (GIS) analytical procedures.
  • Ability to lead in the research, and development of automated geospatial analytical approaches that best provide problem solving solutions.
  • Knowledge of and skill in:
  • Basic knowledge of image processing, remote sensing, and LiDAR data mediums.
  • Familiarity with SharePoint functionality.
  • GISP (Geographic Information Systems Professional) certification.
  • Valid U.S. Driver’s License is required.
