Pavement Preservation Group, Inc. is seeking a General Manager to lead the Vance Brothers division in the United States.

This role balances strategic leadership, business development, and day-to-day field operations, ensuring safe, on-time, and high-quality roadway preservation projects while driving profitable growth. The GM will oversee budgeting, resource allocation, and performance metrics, develop customer relationships, and lead a team of superintendents, foremen, and staff.

Qualifications

  • 10+ years of experience in construction, roadway preservation, or related field.
  • Minimum of five years of progressive leadership or management experience.
  • Experience managing field operations, crews, projects, and operational resources.
  • Experience supporting business development, estimating, sales, or customer relationship management.
  • Demonstrated financial acumen, including budgets, job costs, forecasts, and profit-and-loss responsibilities.
  • Strong leadership, communication, negotiation, and decision-making skills.
  • Proficiency with Microsoft Office applications; valid driver’s license with acceptable MVR.

Overview

The General Manager is a key leadership position responsible for the overall performance of the Vance Brothers division. This position provides strategic and operational leadership across business development, field operations, financial performance, team development, safety, and customer relationships.

The General Manager balances time between field operations, customer engagement, and business development. This position is responsible for achieving profitable growth while ensuring roadway preservation projects are completed safely, efficiently, on schedule, and according to established quality standards.

Essential Job Functions
1. Strategic Leadership and Business Development
  • Develop and execute a local business-development strategy aligned with PPG’s organizational and growth objectives.
  • Identify, pursue, and secure business opportunities with municipal, state, and federal agencies and private-sector customers.
  • Cultivate long-term customer relationships and serve as a primary point of contact for the division.
  • Participate in bid reviews, pricing strategies, estimating, and proposal development to support competitiveness and profitability.
  • Monitor market conditions, customer needs, and competitor activity.
  • Represent Vance Brothers and PPG at community, customer, and industry events as appropriate.
2. Operations and Field Leadership
  • Lead the division’s field operations, including project execution, crew scheduling, equipment deployment, subcontractor coordination, and resource allocation.
  • Ensure projects are completed safely, efficiently, on schedule, within budget, and according to applicable quality standards.
  • Oversee job planning, logistics, staffing, production, equipment utilization, and maintenance coordination.
  • Provide leadership and support to superintendents, foremen, and other operational employees.
  • Identify and resolve field concerns while maintaining positive employee morale and customer relationships.
  • Monitor operational and project-performance metrics and implement corrective actions when necessary.
  • Develop and manage the division’s annual operating budget, forecasts, job-cost estimates, and capital expenditures.
  • Maintain accountability for the division’s profit-and-loss performance.
  • Monitor profitability, job-cost reports, production results, billing, and overall financial performance.
  • Implement cost-control measures and operational improvements that increase efficiency and strengthen margins.
  • Ensure accurate and timely reporting, documentation, and billing.
  • Communicate financial performance, risks, and opportunities to regional and corporate leadership.
4. Leadership and Team Development
  • Recruit, lead, develop, and retain a high-performing team of field and office employees.
  • Foster a culture of safety, accountability, teamwork, integrity, and continuous improvement.
  • Establish clear performance expectations and hold leaders and employees accountable for results.
  • Conduct performance evaluations and provide ongoing coaching, feedback, training, and development opportunities.
  • Support workforce planning and succession-development efforts.
  • Promote alignment with PPG’s values, policies, and behavioral expectations throughout the division.
5. Safety, Compliance, and Risk Management
  • Promote and maintain a strong safety culture throughout the division.
  • Ensure compliance with applicable DOT, OSHA, environmental, employment, and company requirements.
  • Ensure company policies, procedures, labor requirements, and applicable union agreements are consistently followed.
  • Participate in or oversee incident investigations and ensure corrective actions are implemented.
  • Identify operational, financial, legal, and safety risks and promptly communicate significant concerns to appropriate leadership.
  • Maintain accurate, timely, and complete operational and compliance documentation.

Required Qualifications:

  • Bachelor’s degree in construction management, civil engineering, business administration, or a related field. Relevant experience may be considered in place of a degree.
  • Knowledge of pavement-preservation applications, including chip seal, microsurfacing, slurry seal, fog seal, crack sealing, and related treatments.
  • Experience working with municipal, state, federal, and private-sector customers.
  • Experience with construction management, estimating, project management, or enterprise resource-planning software.
  • Experience leading operations across multiple projects, crews, or geographic locations.
  • Knowledge of DOT, OSHA, environmental, and construction-industry requirements.
Other Requirements:
  • Frequent travel throughout the division’s operating territory.
  • Regular visits to active jobsites and customer locations.
  • Occasional overnight travel may be required.
  • Ability to work extended or irregular hours during the construction season or when operational needs require.
  • Ability to respond appropriately to urgent operational, employee, customer, and safety matters.
  • Ability to maintain confidentiality and use sound judgment when handling sensitive company and employee information.
  • Regular and reliable attendance.
Physical Demands:
  • Ability to perform work in both office and active construction-site environments.
  • Ability to remain seated or standing for extended periods.
  • Ability to walk over uneven terrain and navigate active jobsites.
  • Ability to climb stairs or equipment-access steps, bend, stoop, kneel, and reach as necessary during jobsite visits.
  • Ability to occasionally lift and carry materials weighing up to 25 pounds.
  • Ability to work outdoors and tolerate exposure to varying weather conditions, dust, noise, traffic, moving equipment, and construction materials.
  • Ability to wear required personal protective equipment while visiting operational facilities and jobsites.
  • Ability to safely operate a motor vehicle for business travel.
