General Function:
  • Apply broad theoretical and practical engineering knowledge to plan, design, implement, and sustain secure, resilient communications and information systems across the full systems engineering lifecycle.
  • Use established engineering theories, principles, concepts, standards, methods, and practices while extending or adapting them when existing approaches do not adequately address mission requirements.
  • Resolve unique, complex, or novel engineering problems that may require significant changes to standard practices, equipment, devices, processes, technologies, or established techniques.
  • Serve as a senior technical authority by providing expert engineering advice and recommendations to professional peers, program leadership, and government or agency officials responsible for broad operational programs.
  • Apply digital engineering throughout the program lifecycle, including providing technical support for Model-Based Systems Engineering (MBSE), digital models, digital artifacts, and other model-based engineering practices.
  • Assess emerging and improved technologies, strategies, industry trends, and applications to determine their potential value, technical applicability, mission relevance, and contribution to system modernization.
  • Investigate, forecast, and anticipate complex issues that cross multiple engineering disciplines and may affect established standards, approaches, precedents, concepts, or system architectures.
  • Develop or collaborate on new engineering standards, applications, concepts, methodologies, and theories when existing guidance or technical approaches are insufficient for mission needs.
  • Develop and advocate technically sound recommendations, strategies, and courses of action to reconcile novel, conflicting, controversial, or policy-driven engineering issues and support informed program decisions.
  • Conduct systems engineering needs analyses to identify capability gaps, mission opportunities, and potential improvements to existing systems, processes, architectures, and engineering programs.
  • Perform comprehensive problem and gap definition, trade-space analysis, science and technology roadmap analysis, concept development, decision analysis, and cost/schedule/performance/capability/security trade studies.
  • Incorporate system security and resiliency engineering directly into system designs, ensuring solutions address operational requirements as well as environmental, mission, threat, availability, and survivability considerations.
  • Develop and evaluate cost estimates for new, modified, or modernized systems and use engineering-economy principles to support planning, alternatives analysis, resource decisions, and program execution.
  • Evaluate proposed plans, systems engineering programs, system designs, and test results to verify that subsystem and overall system performance satisfies approved program requirements, specifications, and operational objectives.
  • Prepare technical documentation defining, specifying, and recommending system, functional, and subsystem characteristics, requirements, interfaces, architectures, and technical specifications.
  • Ensure successful integration of individual system components, subsystems, and external systems, addressing interfaces, dependencies, interoperability, and end-to-end system functionality.
  • Design and conduct system-level testing and validation, including development of test criteria and procedures, execution or oversight of tests, validation of system performance, and analysis of major engineering test results.
  • Manage and sustain the program's technical baseline, ensuring requirements, designs, configurations, architectures, technical decisions, and approved changes remain controlled, current, traceable, and aligned with program objectives.
  • Provide engineering, technical support, and technical training throughout acquisition, development, integration, sustainment, evolution, deployment/fielding, installation, and operational oversight activities, while also supporting program and project risk-management processes in accordance with Air Force practices.
  • Perform Information Systems Security Developer (631) and Systems Developer (632) core and additional tasks and maintain the knowledge, skills, and abilities required by the DoD Cyber Workforce Framework under DoDI 8140.01, DoDI 8140.02, and DoDM 8140.03.
  • Analyze and recommend communications-system and Modular Open Systems Architecture solutions, including approaches such as Open Mission Systems, for integration onto NC3 host platforms; evaluate SWAP-C, hardware/software processing environments, architecture constraints, and technology limitations to enable secure, resilient, interoperable, and sustainable NC3 modernization.
