JOB SUMMARY

The Chief Information Officer (CIO) serves as the executive leader responsible for the Georgia Department of Transportation’s (GDOT) information technology strategy, digital transformation, cybersecurity, enterprise data management, enterprise applications, and technology operations. The CIO develops and implements innovative technology solutions that support GDOT’s strategic goals, improve operational efficiency, enhance customer service, and ensure the security and integrity of enterprise information systems.

The CIO provides strategic direction for technology investments, governance, infrastructure, and emerging technologies while fostering a culture of innovation, collaboration, and continuous improvement.

KEY RESPONSIBILITIES
Strategic Leadership
  • Develop and execute the organization’s enterprise technology strategy aligned with business objectives.
  • Serve as a trusted advisor to executive leadership on technology opportunities, risks, and investments.
  • Lead digital transformation initiatives that improve organizational effectiveness and customer experience.
  • Establish IT governance, policies, standards, and strategic roadmaps.
  • Evaluate emerging technologies and recommend innovative solutions.
Information Technology Operations
  • Direct the planning, implementation, operation, and maintenance of enterprise technology systems.
  • Ensure high availability, reliability, and performance of technology infrastructure.
  • Oversee enterprise applications, cloud services, networks, telecommunications, and data centers.
  • Lead disaster recovery and business continuity planning for technology services.
  • Monitor service delivery and establish IT performance metrics and service level agreements.
Cybersecurity and Risk Management
  • Develop and maintain a comprehensive cybersecurity program.
  • Ensure compliance with federal, state, and industry security standards.
  • Lead incident response planning and cybersecurity risk mitigation efforts.
  • Protect organizational data through appropriate governance, privacy, and security controls.
  • Coordinate security awareness and training initiatives.
Enterprise Applications and Data Management
  • Oversee implementation and optimization of enterprise systems including ERP, HRIS, financial, procurement, and operational systems.
  • Promote enterprise architecture standards and systems integration.
  • Develop enterprise data governance strategies.
  • Support business intelligence, analytics, and data-driven decision making.
Financial and Resource Management
  • Develop and administer the IT operating and capital budgets.
  • Prioritize technology investments to maximize organizational value.
  • Negotiate and manage contracts with technology vendors and service providers.
  • Ensure responsible stewardship of technology assets.
Leadership and Talent Development
  • Lead, mentor, and develop IT leadership and staff.
  • Promote innovation, accountability, and customer-focused service delivery.
  • Develop succession planning and workforce development strategies.
  • Foster collaboration across departments.
Customer Service and Collaboration
  • Partner with business leaders to understand technology needs.
  • Improve customer experience through technology-enabled solutions.
  • Build relationships with external partners, governmental agencies, and technology organizations.
  • Communicate technology strategies and initiatives to executive leadership and stakeholders.
AGENCY MINIMUM QUALIFICATIONS
  • Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Information Systems, Business Administration, Engineering or Related field.
  • Twelve (12) years of progressively responsible information technology experience.
  • Seven (7) years of executive or senior management experience leading enterprise technology organizations.
  • Experience leading large-scale technology transformation initiatives.
  • Experience managing enterprise budgets and technology portfolios.
  • Experience overseeing cybersecurity, cloud technologies, enterprise systems, and infrastructure.
  • Public sector or transportation industry experience preferred.
Physical Requirements

Work is primarily performed in a hybrid office environment with occasional travel to organizational locations, conferences, and meetings. May be required to respond during emergencies or technology outages outside normal business hours.

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
AGENCY PREFERRED QUALIFICATIONS
  • Master’s degree in Information Systems, Computer Science, Business Administration (MBA), Public Administration, or related field.
  • Experience with Infrastructure operations, Enterprise architecture and Cloud computing technologies
  • Experience administering or managing Cybersecurity frameworks (NIST, CIS, ISO 2701 0), Data governance and analytics, and/or Digital transformation strategies
  • Experience in public sector or transportation-related organizations.
  • Professional certifications such as:
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)
  • Project Management Professional (PMP)
  • ITIL Managing Professional
  • Certified Government CIO (CGCIO)
  • Certified in Governance of Enterprise IT (CGEIT)
  • AWS, Microsoft Azure, or Google Cloud certifications

In addition to the interview, the final selection is based on the applicant’s work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
