Job summary

LMI Government Consulting is seeking a Functional Contracting SME to support the Army Acquisition, Training, and Readiness (AT&R) within the ACWS. You will leverage extensive DoD contracting knowledge to assist end users across the Army Contracting Enterprise.

You will collaborate with DoD stakeholders, develop training content, and contribute to sustainment efforts for current and future ACWS deployments while ensuring alignment with DoD processes and mission needs.

Qualifications

  • Bachelor’s degree preferred, with 10+ years of experience in Federal government contracting and/or program management office contracting business processes.
  • DAU, NCMA, or FAC certification in contracting or program management.
  • Deep understanding and knowledge of the DoD contracting lifecycle, the FAR, and the DFARS.
  • Advanced understanding of the contracting user community, with ability to develop targeted communications and knowledge content to resolve incidents and requests.
  • Ability to work cohesively in a team-oriented matrix organization.
  • Excellent verbal and written communication skills, including listening, empathy, and relationship building.
  • Ability to collaborate with internal and external customers.
  • Demonstrated analytical and problem-solving acumen, including structured troubleshooting and root cause analysis.
  • U.S. citizenship required.

Responsibilities

  • Provides subject matter expertise in federal acquisition and contracting within training for DoD Contract Writing Systems.
  • Collaborates with cross-functional leads, project managers, and SMEs to meet tactical and strategic customer needs.
  • Applies knowledge of federal acquisition regulations to program deliverables, performance planning, management, and strategy development.
  • Develops technical and functional documentation for project deliverables and phases.
  • Supports organizational change management and strategic communications; manages project schedules.
  • Participates in planning, implementation, stakeholder engagement and sustainment activities for current and future DoD contract writing systems.
  • Engages in risk and change management activities and communicates with senior DoD leadership.
  • Contributes to development, review, and delivery of technical artifacts and deliverables.
  • Monitors project status with DoD customers and stakeholders.
  • Performs procurement system functional support and knowledge-sharing communications.
  • Leverages FAR/DFARS/CD close knowledge to train DoD users on ACWS capabilities.
  • Collaborates with DoD Contract Writing System Program Office to align deployments and cutovers.

Overview

LMI is seeking a Functional Contracting SME to support Army Acquisition, Training, and Readiness (AT&R) in the sustainment and enhancement of the Army Contract Writing System (ACWS). This position requires experience in DoD contracting to support ACWS.

The ideal candidate has in-depth knowledge of both Army Contracting Enterprise business processes and ACWS functional processes and the ability to investigate and resolve functional issues supporting end users across the Army Contracting Enterprise. We are especially interested in former warranted contracting officers and former contract writing system Organizational Administrators or System Administrators who can pair deep acquisition expertise with a customer-first service mindset.

Responsibilities
  • Provides subject matter expertise in federal acquisition and contracting in the application of training for DoD Contract Writing Systems.
  • Provide subject matter expertise in federal acquisition working closely with cross-functional leads, project managers, and SMEs to ensure that processes and products meet both tactical and strategic needs of the customer.
  • Applies knowledge of federal acquisition regulations to the development of program deliverables, performance planning and management, and acquisition strategy development.
  • Participates in the development of technical and functional documentation for various project deliverables and phases.
  • Supports sustainment and execution of organizational change management and strategic communication plans and manage project schedules.
  • Participates in planning, implementation, stakeholder engagement and sustainment activities associated with current and future DoD contract writing systems.
  • Participates in technical risk and change management activities and approaches and communicating those activities to senior DoD customer leadership.
  • Participates in the development, review, and delivery of technical project artifacts and deliverables.
  • Reviews the project status on a regular basis with DoD customers and program stakeholders.
  • Performs procurement system functional support and communication efforts adhering to current processes as well as promote knowledge sharing.
  • Applies experience, knowledge, and expert understanding of the FAR, DFARS, and DOD 5000.02 to the development of training content and delivery of training material to enhance the DoD users' ability to train on and understand the capabilities and features of the Contract Writing System.
  • Works closely with the DoD Contract Writing System Program Office to develop plans to ensure alignment with deployments and cutovers.

  • Ability to work cohesively in a team-oriented matrix organization environment.
  • Excellent verbal and written communication skills, including the ability to listen, empathize, and relate to the customer.
  • Ability to effectively collaborate with both internal and external customers.
  • Demonstrated analytical and problem-solving acumen, including structured troubleshooting and root cause analysis.
  • U.S. citizenship required.

Desired Qualifications

  • 5+ years of warranted contracting officer experience.
  • Prior experience as an Organizational Administrator, System Administrator, or other elevated-role user of ACWS or another DoD contract writing system.
  • 2+ years of experience in a tiered service desk, help desk, or application functional support role using an enterprise IT service management platform (e.g., ServiceNow/AESMP).
  • Experience developing and maintaining knowledge base content (articles and/or video) for a user community.
  • CompTIA Security+ certification (supports eligibility for the Account Administrator functional role in accordance with DoD 8140 requirements).

Target Salary Range: $85,000-$130,000
