Requirements

• Knowledge of Microsoft development technologies, including C#, .NET Framework, .NET Core/.NET, ASP.NET MVC, ASP.NET Core, and Web API.


• Proficiency across front-end and back-end technologies, including HTML, CSS, JavaScript, TypeScript, and at least one server-side programming language; strong knowledge of front-end and back-end frameworks such as React or Angular.


• Experience with SQL databases, including database design, querying, and performance optimization.


• Strong Python scripting and automation skills.


• Experience with Azure DevOps, Git, GitHub, and implementing CI/CD pipelines.

• For the Operations specialty, five years of supervisory experience is required.


• For Network Services, a telecommunications background and experience are required.

Responsibilities

• Advise users on data-processing system design and options for computerizing and processing management information, statistics, and reports.


• Develop feasibility study designs and analyze project requests from user departments.


• Recommend programs, practices, and standards for consistent application of electronic data methods and coordination with other units and regulatory jurisdictions.


• Maintain technical expertise in current electronic data processing technology, methods, and computer applications in healthcare and management information systems.


• Investigate and analyze processing issues involving systems, programs, and machine utilization, and identify solutions.


• Select computer, communications, and peripheral equipment based on projected requirements, workloads, cost, performance, vendor support, ease of operation, maintenance, and other technical factors.


• Plan and coordinate network equipment at remote user sites, assign network technicians to resolve problems and support installations, and recommend standards and procedures for data communications methods and interfaces.


• Coordinate communications service and issue resolution with carriers.


• Manage the operation of computers and peripheral devices in the Computer Center, ensuring staff understand job instructions and follow operational directives and procedures.


• Coordinate vendor field-service support to ensure maintenance and repairs are completed as needed and on time.


• Support Systems Engineering with operating-system maintenance and hardware diagnosis, and support Network Services in maintaining online communications.


• Train, develop, motivate, evaluate, and discipline assigned Computer Operations staff.


• Maintain a satisfactory operating environment in the Computer Center.
