Job summary

Torch Technologies seeks a highly skilled Facilities Sustainment, Restoration, and Modernization (FSRM) Project Manager to support Air Force Civil Engineering initiatives at Eglin AFB and ranges. You’ll manage projects from planning through execution, coordinating with government stakeholders and contractors to deliver quality facilities solutions for mission readiness.

The role requires DoW/AF policies knowledge, experience in design and construction management, and an Active Secret clearance.

Qualifications

• U.S. Citizenship is required.
• Minimum 3 years in facilities engineering, construction management, or related functions.
• 12 years of relevant experience or a Bachelor’s Degree plus 8 years may substitute for a Master’s Degree.
• Experience with U.S. Air Force Civil Engineering organizations, Eglin AFB, or test/training ranges.
• Knowledge of DoW and Air Force Facilities Sustainment, Restoration, and Modernization (FSRM).
• Experience in design, project management, construction execution, environmental requirements, and Civil Engineering operations.
• Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project, Outlook).
• Ability to work in diverse field environments, traverse challenging terrain, and lift 30+ pounds.
• Active Secret DoW Security clearance required.

Torch Technologies is seeking a highly skilled Facilities Sustainment, Restoration, and Modernization (FSRM) Project Manager to support critical Civil Engineering initiatives that sustain and improve infrastructure supporting the Air Force mission at Eglin AFB and associated test and training ranges. This role requires a self‑motivated professional who can successfully manage projects from planning through execution while working closely with government stakeholders, engineering teams, contractors, and installation leadership. The ideal candidate combines technical expertise, sound judgment, and a commitment to delivering high‑quality facilities solutions that support mission readiness, safety, and long‑term installation objectives.

As a FSRM Project Manager, your duties will include the following, but are not limited to:

• Provide engineering and project management support for Facilities Sustainment, Restoration, and Modernization (FSRM) projects from planning and programming through design, construction, and project closeout.
• Apply knowledge of DoW and Air Force construction policies, standards, processes, and procedures to support compliant and effective project execution.
• Coordinate and manage facility design, construction, environmental requirements, project schedules, and project execution activities in support of Civil Engineering objectives.
• Support project planning, programming, funding, acquisition, contracting, and construction oversight activities while ensuring alignment with mission requirements and established regulations.
• Analyze project requirements, schedules, critical paths, constraints, and execution strategies to support successful project delivery.
• Support facility assessments, infrastructure planning, modernization initiatives, real property efforts, and other installation planning activities as required.
• Utilize Civil Engineering systems and program management tools, including SMS Builder, NexGen IT/TRIRIGA, Contract by Requestor processes, and other applicable databases to support project development, execution, and reporting.
• Collaborate with government personnel, contractors, and stakeholders to resolve project challenges, provide technical recommendations, and support informed decision‑making.
• Conduct site visits and facility inspections across installation and range environments, including remote locations, elevated structures, rooftops, and other operational areas as required.
• Support mission success through proactive communication, teamwork, accountability, and a commitment to delivering quality engineering solutions for the Air Force customer.

Required Qualifications:

• U.S. Citizenship
• Minimum of three (3) years of relevant experience performing facilities engineering, construction management, or closely related functions.
• Twelve (12) years of relevant experience or a Bachelor's Degree plus eight (8) years of experience may be substituted for a Master's Degree.
• Experience supporting U.S. Air Force Civil Engineering organizations, Eglin AFB, and/or Air Force test and training range environments.
• Knowledge of DoW and Air Force Facilities Sustainment, Restoration, and Modernization (FSRM) policies, standards, practices, processes, and procedures.
• Experience in construction project design, project management, construction execution, environmental requirements, and Civil Engineering operations.
• Working knowledge of applicable DoW Unified Facilities Criteria (UFCs), Air Force regulations, guidance, and engineering standards.
• Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Project, and Outlook.
• Ability to work in diverse field environments and traverse challenging terrain, wooded areas, ravines, elevated platforms, rooftops, and vertical ladders.
• Ability to frequently lift and carry items weighing more than 30 pounds.
• Active Secret DoW Security clearance required. Must be able to maintain required clearance.

Preferred Qualifications:

• Experience with Other Transaction Authority (OTA) acquisition approaches and Progressive Design‑Build project delivery methods.
