The Organization:

Founded in 1846 to care for the children and widows of sailors in the Port of New York, Seamen’s Society was one of the first organizations, in the US, to care for abandoned children in family settings, rather than institutions. Today, Seamen’s Society for Children and Families is a comprehensive nonprofit provider of enhanced family foster care services, mental and behavioral health care services, prevention/family stabilization services, a childcare program, domestic violence intervention and counseling services, health home care management services, education financial support, and a youth tutoring program. The agency’s nearly 200 professionals serve over 1,200 children and 800 families in New York City.

Job Summary:

The Foster Care QA/QI Coordinator is responsible for monitoring program performance through Quality Assurance/Quality Improvement activities and working in collaboration with Program Management to support child welfare best practice. The Foster Care QA/QI Coordinator will work alongside the Quality Assurance/Quality Improvement Manager, Quality Assurance/Quality Improvement Director, and the Senior Director of Enhanced Family Foster Care to lead a culture of accountability and transparency with a shared goal of creating meaningful differences for the children and families served. The Foster Care QA/QI Coordinator is tasked with data analysis, developing performance reports, conducting case record reviews, creating improvement tools, and ensuring compliance with agency procedures, government policies and HIPAA regulations.

Duties and Responsibilities:
  • Responsible for providing Enhanced Family Foster Care (EFFC) Program Management with weekly, monthly and quarterly performance reports on collaboratively developed indicators designed to ensure that performance measures are consistently achieved.
  • Co-lead monthly Performance Meetings in partnership with Quality Assurance/Quality Improvement Manager and EFFC Program Management.
  • Develop visual platforms to share data, highlight programmatic strengths and opportunities for improvement, trend reporting, and key performance indicators.
  • Supports the coordination of internal and external audits, site visits, program reviews and evaluations conducted by City, State, Federal and all other governing and regulatory bodies. Provides statistical analysis and trend reporting on the results of all audits.
  • Reviews monthly MSR metrics, quarterly ACS’ performance‑based metrics, and all audit raw data for accuracy, submits rebuttals for discrepancies and shares data with EFFC Program Staff, Supervisors and Management.
  • Manages communication with ACS Office of Special Investigation, track timeliness of all requests including OSI Corrective Action Plans.
  • Serves as the agency liaison for the Legal Tracking System (LTS) and coordinate all correspondence with ACS, FCLS and Family Court.
  • Participates in monthly Incident and High‑Risk Case Review Meetings. Provide recommendations to resolve identified gaps in case practice and/or protocols. Assist in the creation of action plans, provide oversight for implementation, and assess impact.
  • Conducts randomized monthly case record reviews including Foster Parent Homefinding records to evaluate safety, risk, well‑being, and permanency and assess the quality of case practice and supervision/guidance.
  • Works cross‑departmentally with Prevention, Health and Wellness, and Health Home Care Management to ensure continuum of care for the children, youth and families served.
  • Attend internal and external stakeholder meetings, various staff meetings and trainings.
  • Performs other duties/responsibilities as assigned within scope of position.

  • Demonstrative knowledge of Enhanced Family Foster Care including City/State/Federal performance metrics, policies, and procedures
  • Expertise in child welfare‑based systems including Connections, Data Warehouse, Legal Tracking System (LTS), ACS Remote Access (CARA), Safe Measures, etc.
Qualifications/Requirements:
  • Bachelor’s Degree Required; Master’s Degree Preferred
  • Minimum of 1‑3 years working in a similar QA/QI role
  • Experience within foster care, child welfare, or human services strongly
  • Knowledge of Continuous Quality Improvement Methodology including but not limited to PDSA, the CQI Cycle of Learning and Improvement and Lean Six Sigma
  • Work hours may vary based on program needs
  • Ability to travel between Staten Island and Brooklyn sites if necessary
