NECCO (ED Necco & Associates Inc.) is seeking an Ongoing Licensing Specialist to recruit and manage ongoing foster homes, ensure recertification, and support permanence for children in care.

The role emphasizes data-driven recruitment, ongoing training, and proactive retention through collaboration with foster parents, communities, and partners. Strong communication, organizational skills, and driving adherence to state licensing are essential.

Qualifications

• Minimum 21 years of age.
• Bachelor's Degree in a human service-related field (Ohio).
• Bachelor's Degree in human services or related field (Kentucky, Georgia, Indiana).
• Bachelor's or Master's Degree in social work or related field, or similar training; WV option.
• Minimum 2 years' experience in the human services field.
• Auto Insurance Coverage and valid driver's license.

Responsibilities

• Recruitment: target recruitment using data and annual plan; build relationships with foster parents, community groups, media, churches and leaders.
• Maintain CRM data; manage leads, follow-ups (phone, email, text, in person) and 24-hour inquiry responses.
• Ongoing Training: manage foster parent training and recertification; train on Necco culture and Hobbs’ principles.
• Retention: analyze retention data; support foster homes; recognition and retention activities; coordinate referrals and matching.
