Job Description

The Texas Health and Specialty Care System (HSCS) is seeking a skilled and experienced Forensic Services Coordinator (FSC) to join the Office of Forensic Services and Coordination (OFSC). The FSC works under the direction of the Director of County Programs and ultimately the State Forensic Director, in the OFSC. The FSC performs advanced consultative services, technical assistance, and support for persons on the forensic wait list, county stakeholders, and Texas State Hospitals and State Supported Living Centers via forensic wait list monitoring and services offered through the Jail In-Reach and Forensic Support Team Programs and OFSC's forensic initiatives and projects. This involves identifying needs of stakeholders and individuals served and planning, developing, and implementing program services to government agencies, community organizations. The FSC works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs)

• Performs a variety of technical assistance activities such as Clinical Security Reviews (CSR), Expedited Admission Requests, and Standardized Clinically Based Competency Screens (SCCS) to support the forensic waitlist and OFSC programs including planning, developing, and delivering trainings on various forensic related topics. Serves as a liaison to internal and external stakeholders including government agencies and community organizations to assist in explaining program services and specifics and provides high-level advice and guidance on barriers, issues, or questions related to the forensic population and the programs OFSC offers. (30%)
• Consults and collaborates with internal and external stakeholders involved in the JIR and FST programs to identify training needs, resolves problems, and discuss program effectiveness with participants. This includes planning, developing, and documenting all technical assistance and support provided through the programs and identifying areas for improvement or high utilization. (20%)
• Analyze program performance data on the program activities and technical assistance provided via progress reports to help ensure compliance with program contracts, policies, and procedures. Recommend solutions and corrective actions as needed to ensure programs are working as intended. (15%)
• Develop program policies, procedures, and standards in accordance with the program contracts and identified objectives and goals and review internal workflows for providing technical assistance and program activity work flows to inform policies, procedures, and quality standards. (10%)
• Tracks, analyzes, and reports on program operations and data such as number of technical assistance requests, stakeholders involved, and types of activities involved with the request and prepares written and oral reports to leadership and county stakeholders as appropriate. (10%)
• Markets programs to community stakeholders and encourages participation and collaboration with programs. This includes developing and providing resources and information on the programs and identifying how the program services may assist those on the forensic waitlist. (10%)
• Analyzes the application of program services within JIR and FST, reviews and analyzes legislation around the forensic population, and develops recommendations for policy in any implementation or expansion issues. (5%)

LICENSURE, CERTIFICATION, Or REGISTRATION REQUIRED

• Licensed Master Social Worker;
• Licensed Clinical Social Worker; or
• Licensed Professional Counselor

Initial Screening Criteria

Minimum requirements for this position include at least a Master's level degree in Social Work, Psychology, Counseling, or a related field and at least 1 year experience in forensic mental health. Additionally, a professional license in one of the following is required:

• Licensed Master Social Worker;
• Licensed Clinical Social Worker; or
• Licensed Professional Counselor

Knowledge, Skills And Abilities Required

• Knowledge of local, state, and federal laws related to forensic services in the state of Texas.
• Knowledge of challenges facing the community, jails, and state hospitals related to the forensic wait list.
• Knowledge of psychiatric disorders.
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Skill in organization and documentation of program data, progress, and outcomes.
• Skill in identifying measures of program performances.
• Skill in operating computers and applicable computer software such as Microsoft programs.
• Ability to work with and communicate effectively to a wide array of both internal management and external stakeholders including legislative and governmental officials and other agency staff.
• Ability to effectively plan, prioritize, and organize areas of responsibility.
• Ability to gather, assemble, correlate, and analyze program data.
• Ability to prepare reports related to project status and final outcomes.
