Job description

Foreman II -Water Utility Special Projects #1455

Duties of this position include managing complex job sites, operating equipment, performing preventive maintenance, using specialty tools, completing service/work orders through computer programs, and providing direct supervision of subordinates.

The incumbent must follow written or oral instructions and department guidelines. State Department of Transportation guidelines must also be followed when working on or near state roads. Guidelines are clear and specific and do not require interpretation.

The position typically requires standing, walking, bending, stooping, and crouching. It also requires the frequent lifting of light (less than 25 pounds) and heavy (more than 25 pounds) objects.

The work is subject to the regulatory guidelines of AWWA and the State of Georgia EPD. Individual jobs are determined by written and electronic work orders. The guidelines are clear and specific but require some interpretation in application.

Work is performed outdoors and exposes the incumbent to noise, dust, dirt, grease, machinery, cold, inclement weather, and possibly infectious diseases. The job requires the use of safety devices such as masks, goggles, gloves, etc.

The incumbent must have the ability to operate equipment, not limited to combination vehicles greater than or equal to 26,001 lbs, excavators, and hydro‑excavation units. Perform routine preventive maintenance on equipment, and utilize specialty tools used by the department.

High school diploma or GED required. Possession of a Georgia Water Distribution License and a Class A Georgia Commercial Driver’s License with a Tanker Endorsement. Promotion or advancement into this position requires Managerial Approval.

Principal Accountabilities
  • Performs major repairs and maintains the water distribution & conveyance systems.
  • Operates heavy machinery necessary to perform tasks (e.g., combination vehicles, excavators, and hydro‑excavation units).
  • Makes water taps and bores.
  • Locates water lines.
  • Provides functional supervision over subordinates.
  • Performs other related duties as assigned.
Knowledge, Skills and Abilities
  • Knowledge of water line repair methods.
  • Knowledge of proper safety procedures in completing work assignments.
  • Knowledge of County water line locations.
  • Skilled in the use of computer programs utilized by the department including but not limited to Cityworks, Maps On Line, Asbuilt Drawings, and Telog Instruments Software.
  • Skilled in Public Relations, time management, and site management.
  • Skill in operating heavy machinery necessary to carry out work assignments.
  • Skill in the use of standard tools (e.g., wrenches, screwdrivers, etc.).
  • Ability to successfully and competently manage complex job sites.
Desired Training and Experience

High school diploma or GED required with the ability to read, write and perform basic mathematical calculations. Sufficient experience to understand the principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having a similar position for two years. Possession of a valid Georgia driver’s license and a Class A Commercial Driver’s License (CDL) with a Tanker Endorsement. Certification in Level 1A Soil and Erosion, and Forklift Operation. Certificate of Completion in Trench and Excavation Safety, NSC Defensive Driving, NSC Flagger, Confined Space Safety, Disinfection Methods for Water and Wastewater, Valves and Hydrants, Water Main Pipe, System Design in Water Distribution, Hydrant Maintenance, Service and Meters, Water Quality in the Distribution System, Protecting the Public Health, Columbia County Management Course, Red Cross CPR/AED and First Aid. Possession of a Georgia Water Distribution License. A combination of education and/or work experience may be substituted for minimum requirements.
