Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst in the Foreign Clearance Program to support analysis, coordination, and improvement of global aircraft and personnel clearance processes.

The role supports day-to-day program execution and long-term refinement of clearance procedures, tools, and stakeholder communication. At SPA, the analyst will contribute to Undersea Strategy, Software Development and Cost Estimating capabilities while engaging with US Navy, US Marine

Qualifications

• Bachelor's degree required in relevant field or equivalent experience.
• 2–4+ years of experience in analysis, program support, policy‑driven programs, or travel/clearance processes.
• Strong organizational, data analysis, and writing skills.
• Active Secret clearance or eligibility.

Responsibilities

• Collect, track, and analyze clearance data to identify trends and opportunities for improvement.
• Maintain dashboards, files, and process documentation for the FCP enterprise.
• Prepare slides, reports, and briefings explaining clearance activities, bottlenecks, and risk areas.
• Support updates to procedures, guides, and user support materials.
• Coordinate with policy, IT, and helpdesk staff to ensure consistent changes implementation.
• Schedule meetings, capture action items, and track status for FCP stakeholders.

The SLA Analysis Group’s mission is to deliver objective analyses, plans and strategies to US Navy, US Marine Corps, USAF, other DoD, and Australian Defence Force clients to support technology development, acquisition, delivery and sustainment decisions. The group provides the core of SPA thought leadership on Undersea Strategy, Software Development and Cost Estimating, with additional benchmark capabilities in AI/ML & Decision Analytics, Modeling and Simulation, and Future Force Assessments.
SPA has a need for a Program Analyst – Foreign Clearance Program to support analysis, coordination, and improvement of global aircraft and personnel clearance processes. The role supports both day‑to‑day program execution and long‑term refinement of clearance procedures, tools, and stakeholder communication.

Responsibilities

• Collect, track, and analyze clearance data to identify trends, issues, and opportunities for improvement.

Qualifications

Required

• Bachelor’s degree in international relations, business, public administration, or related field (or equivalent experience)
• 2–4+ years of experience in analysis, program support, policy‑driven programs, or travel/clearance processes
• Strong organizational, data analysis, and writing skills
• Active Secret clearance or eligibility

Desired

• Experience with the Foreign Clearance Guide, APACS, or similar systems
• Exposure to mobility, operations, or international programs
• Experience supporting headquarters or program office environments

Pay Range Information
