Job summary

First 5 Alameda County is seeking a Fiscal Policy Officer to advance the agency’s fiscal policy, funding strategy, and strategic initiatives by analyzing public funding, evaluating fiscal and operational impacts, and developing recommendations for leadership.

The role requires collaboration across Finance, Programs, and Executive Leadership to maximize revenue, braid and blend funding, and translate complex fiscal information into clear, actionable guidance.

Qualifications

• Five (5) years of progressively responsible experience in fiscal policy analysis, public finance, governmental budgeting, public administration, health or human services financing, or a closely related field.
• A Bachelor’s degree in public administration, public policy, economics, finance, business administration, public health, political science, or a related field; a Master’s degree may substitute for one year of required experience.
• Knowledge of public funding systems, governmental budgeting, grants management, and public finance principles.
• Knowledge of Medi-Cal, child care funding, early childhood systems, and other human services financing.
• Strong written and oral communication skills and the ability to translate complex fiscal information into actionable recommendations.

• Analyze state, federal, and local fiscal policy developments, budget proposals, funding opportunities, and regulations.
• Evaluate fiscal, operational, and implementation impacts; prepare analyses and executive materials.
• Identify strategies to maximize, braid, blend, and leverage funding to support Agency priorities.
• Support cross-functional planning and implementation of strategic initiatives involving multiple funding streams.
• Translate fiscal policy into implementation strategies and actionable recommendations; coordinate cross-functional execution across Finance, Programs, Data, Evaluation, and Leadership.

Job description

Under the strategic direction of Senior Leadership and in support of the Chief Executive Officer's priorities, the Fiscal Policy Officer advances the Agency's fiscal policy, funding strategy, and strategic initiatives by analyzing public funding, evaluating fiscal and operational impacts, and developing recommendations that inform organizational decision-making. Working collaboratively across the Agency, the position provides technical expertise on public financing, funding opportunities, and implementation strategies to strengthen fiscal sustainability, maximize revenue, align funding with organizational priorities, and support the successful delivery of Agency initiatives.Analyze state, federal, and local fiscal policy developments, budget proposals, funding opportunities, and regulations; evaluate fiscal, operational, and implementation impacts; develop recommendations for Agency leadership; prepare analyses and executive materials; and identify strategies to maximize, align, braid, blend, and leverage funding to support Agency priorities and long-term sustainability.Support implementing strategic initiatives involving multiple funding streams, agencies, and partners by analyzing operational, fiscal, policy, and administrative impacts; recommending implementation strategies; coordinating cross-functional planning; and developing funding and budget recommendations.Conduct research and analysis related to public financing, reimbursement methodologies, funding structures, and fiscal policy; develop funding scenarios and implementation options; partner with Finance on financial modeling; identify revenue maximization opportunities; and translate complex fiscal information into clear, actionable recommendations.Partner with Finance and internal teams to translate fiscal policy into financial models, implementation strategies, and operational plans; coordinate work across multiple initiatives; and collaborate with external partners to advance Agency priorities.Support leadership in advancing agency-wide fiscal policy priorities and strategic initiatives; participate in cross-functional planning and continuous improvement effortsMinimum QualificationsAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. Additional experience and/or education can be substituted to meet typical qualifications. A typical way to obtain the required qualifications would be:Five (5) years of progressively responsible experience in fiscal policy analysis, public finance, governmental budgeting, public administration, health or human services financing, or a closely related field, including experience conducting complex analyses and supporting implementation of strategic initiatives, and the equivalent to a bachelor's degree in public administration, public policy, economics, finance, business administration, public health, political science, or a related field.A Master’s degree may substitute for one year of the required experience.Additional relevant work experience may be substituted to meet the college coursework/bachelor's degree standard.Knowledge of:Public funding systems, governmental budgeting, grants management, and public finance principles.State and federal budgeting processes, funding regulations, and financing mechanisms.Medi-Cal, child care funding, early childhood systems, and other human services financing.Principles and practices of public finance, governmental budgeting, fiscal policy, and financial management.State, federal, and local funding systems and governmental budget processes.Funding alignment strategies including braiding, blending, leveraging, and revenue maximization.Fiscal policy analysis, implementation planning, project management, and organizational change.Principles of governmental budgeting, financial planning, and public funding administration.Research methods, policy analysis, data interpretation, and Results-Based Accountability (RBA).Effective written and oral communication techniques.Ability to:Analyze budgets, regulations, and funding proposals to support strategic decision-making.Support strategic planning, systems implementation, and cross-functional initiatives.Prepare executive reports, policy briefs, presentations, and other decision-support materials.Conduct complex fiscal, policy, operational, and financial analyses.Translate fiscal policy into implementation strategies and actionable recommendations.Coordinate cross-functional implementation of fiscal policy and funding strategies across Finance, Government Affairs, Programs, Data, Evaluation, Technology, and Executive Leadership.Analyze funding opportunities and develop recommendations that support fiscal sustainability and revenue maximization.Prepare reports, policy briefs, presentations, and executive-level materials.Build collaborative working relationships with internal and external partners.Manage multiple priorities and exercise sound independent judgment.Use technology and data to support analysis, planning, reporting, and decision-making.Please note:We are currently working a hybrid 2 day per week in-office schedule and employees also come to the office to attend meetings and as requested.All First 5 employees must live and work in California.The salary range for this position is $126,000 to $182,000 and as an independent government agency, the posted salary is the set salary range for this position.
