Job summary

City of Loma Linda seeks an experienced Fire Captain to lead one fire suppression company. You will serve as shift commander, directing fire control, rescue, EMS, training and prevention activities while ensuring public safety and compliance with city codes.

The role requires strong incident command and supervisory skills, with duties including investigations, plan reviews, and public education outreach. A CA Fire Officer certification is desirable.

Qualifications

  • Four years of progressively responsible fire service experience including Engineer.
  • California Fire Officer certification desirable.

Job description

DEFINITION

Under general supervision, manages, coordinates and directs their particular company’s activities which may include fire prevention, pre-fire planning, fire control, rescue, emergency apparatus and equipment maintenance, Fire Division facility maintenance and supply, training, and record keeping activity; presents public information and education programs; directs code enforcement activity; performs such other duties as may be assigned.

CLASS CHARACTERISTICS

The Fire Captain classification is filled by career public safety personnel in command of fire suppression, fire prevention, or training activity. The Fire Captain is in charge of one of three companies of fire suppression personnel, also carries the functional title of Shift Commander. Depending upon assignment, incumbents may assume responsibilities as Acting Fire Marshal or Acting Operations Officer.Duties may include, but are not limited to, the following:

  1. May respond to alarms and supervise emergency activities as incident commander under IFC until relieved by a superior officer; may operate fire apparatus.
  2. Manages and directs company operations and activities including fire control, rescue, emergency medical care, company training, fire prevention, fire investigation, pre-fire planning, public education, public relations, maintenance, and supply.
  3. May perform fire investigations; may issue citations and notices of violation; may testify in court regarding interpretations and field inspections; assists other officers in applying safety regulations.
  4. Directs fire and City Code enforcement, and related permit processing activity; checks plans on building construction, water systems and fire protection systems.
  5. Prepares reports pertaining to public safety operations; may estimate fire losses.
  6. According to established procedures, obtains company supplies and equipment; arranges for scheduled maintenance and major equipment repairs.
  7. Participates in selection of subordinate staff; reviews and evaluates employee performance; initiates disciplinary action.
  8. Responds to calls when off duty.
Education and/or Experience

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include completion of an A.A. or A.S. curriculum in Fire Science, or equivalent; and four years of progressively responsible experience in fire service, including experience as an Engineer. Fire Officer certification, or substantial progress toward certification is desirable.

Knowledge, Skills, and Abilities

Considerable knowledge of hazardous processes and chemicals; fire behavior and effects; laws, ordinances, regulations, rules and department policies pertaining to public safety operations; fire fighting size up, hose laying, pumping, ventilation, salvage, and clean-up methods and techniques; methods and techniques of supervision. Ability to perform, and direct others in the performance of fire operations tasks; prepare and present reports; communicate effectively both orally and in writing; meet the public in situations requiring diplomacy and tact; establish and maintain cooperative working relationships; supervise assigned staff.

Special Requirements

Possession of or ability to obtain certification as a Fire Officer in the State of California.

Possession of or ability to obtain a valid Class C California driver's license with the Firefighter endorsement, and a satisfactory driving record.

Possession of or the ability to obtain and maintain Emergency Medical Technician certification.

Incumbents must pass a medical examination at time of appointment; and must be eligible for membership in the Public Employees' Retirement System as a safety member.

Incumbents must be citizens of the United States.

Incumbents must refrain from smoking tobacco either on or off duty.

Working Conditions

Work may expose incumbents to toxic or otherwise irritating substances and/or chemicals; incumbents must be able to perform heavy manual labor and work outdoors in varying weather conditions.
