Guidehouse is seeking Business Analysts to support an OCFO client in advancing financial management modernization. You will evaluate current systems, document data flows, and shape a forward-looking roadmap that strengthens governance and portfolio management.

You will collaborate with process owners, technical stakeholders, and OCFO leaders to clarify requirements, support decision-making, and develop artifacts for enterprise-wide strategic portfolio management.

Qualifications

• Bachelor’s degree in Business, Finance/Accounting, IT, Program Management, or related field.
• 5+ years of relevant experience in business analysis, financial management, governance, systems, or IT portfolio management, preferably in a federal environment.

Responsibilities

• Assess current OCFO capabilities and feeder systems (procurement, travel, payroll, asset, grants, and other financial systems).
• Document data flows, interfaces, and reporting processes, including status of funds and financial statements.
• Develop the Current State Assessment Report with findings, gaps, and modernization opportunities.

Guidehouse is seeking Business Analysts to support an Office of the Chief Financial Officer (OCFO) client in advancing its financial management modernization efforts. In this role, you will help evaluate current financial systems and processes, document how data and technology support today’s operations, and shape a forward-looking roadmap that strengthens governance, integration, and strategic portfolio management. Working as part of a collaborative analyst team, you will partner closely with process owners, technical stakeholders, and OCFO leaders to clarify requirements, support decision‑making, and develop the artifacts needed to establish a sustainable, enterprise‑wide Strategic Portfolio Management (SPM) function.

Key Responsibilities

Partner with business and technical stakeholders to assess the current state of OCFO capabilities, including feeder systems (procurement, travel, payroll, asset, grants, and other financial-related systems), data interfaces and integrations, and reporting tools and processes (including status of funds and financial statements).

• Document the system inventory and capabilities, including comprehensive discovery of all current financial, budget, procurement, and mixed systems.
• Develop the Total Cost of Ownership (TCO) baseline for each application, including licensing, hosting, and maintenance costs.
• Document data flows and interfaces, manual processes and workarounds, and pain points, risks, and audit findings related to systems and reporting.
• Contribute to the Current State Assessment Report, including findings, gaps, and opportunities for consolidation, modernization, and automation.
• Assess current capabilities and capability gaps against strategic priorities, plans, goals, and objectives, and develop and assess requirements needed to close identified gaps.
• Establish metrics to ensure projects meet their objectives and mitigate documented capability gaps, and support information technology (IT) financial governance processes, standards, and performance metrics.
• Assist with Analyses of Alternatives (AoA) for solution requests and support design and implementation of the SPM Implementation Roadmap.
• Prepare briefings, decision papers, and meeting materials for an OCFO Governance Board; document decisions, action items, and risks; and track progress against the modernization roadmap.
• Contribute to monthly status reports covering accomplishments, upcoming activities, risks, issues, and performance metrics.
• Develop user guides, standard operating procedures (SOPs), and technical documentation; support delivery of training to Government users and support staff on governance and SPM processes; and support transition and knowledge transfer activities.

What You Will Need:

• Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
• Bachelor’s degree in Business, Finance/Accounting, Information Technology, Program Management, or a related field.
• FIVE (5) years of relevant experience in business analysis, financial management, financial, financial governance, systems, or IT portfolio management, preferably in a federal environment.

What Would Be Nice To Have:

• Experience supporting a federal OCFO, preferably within DHS.
• Familiarity with OMB Circulars A-123 and A-130, FFMIA, FISMA, FITARA, DHS MD 102-01, and federal financial management system requirements.
• Experience with IT portfolio governance, capital planning and investment control (CPIC), or strategic portfolio management practices.
• Certifications such as PMP or Lean Six Sigma.
• Ability to read, interpret, and develop financial management procedural documents.
• Ability to read, interpret, and apply legislative and governing authorities to develop financial management policy, regulations, and directives.
• Ability to develop briefing papers, materials, and graphical presentations, and deliver formal oral presentations to all levels of Government personnel.
• Ability to research, benchmark, educate, and inform management on alternatives for delivery of financial services.
• Ability to facilitate decisions vertically and horizontally within complex Government organizations.
• Experience with system inventories, TCO analysis, AoA, requirements development, or financial systems modernization efforts.
• Eligibility for a favorable DHS Public trust EOD and fitness determination.
