United States Fleet Forces Command (USFFC) supports both the Chief of Naval Operations (CNO) and Combatant Commanders worldwide by providing responsive, relevant, and sustainable Naval forces ready for tasking. The command provides operational and planning support to Combatant Commanders and integrated warfighter capability requirements to the CNO. Additionally, USFFC serves as the CNO’s designated Executive Agent for Anti-Terrorism/Force Protection (ATFP), Individual Augmentees (IA), and Sea Basing. USFFC organizes, operates, trains, maintains, and equips Navy forces, develops and submits budgets, and executes readiness and personnel accounts to develop both required and sustainable levels of Fleet readiness. Additionally, the command serves as the unified voice for Fleet training requirements and policies to generate combat-ready Navy forces per the Optimized Fleet Response Plan (OFRP) using the Fleet Training Continuum (FTC). The mission of the Financial Systems Division ensures the highest quality information, data, and technology solutions are provided to the USFFC Financial Management Community to continuously improve the efficiency and performance of financial IT systems, associated business processes, IT General Controls (ITGC), audit readiness initiatives, and mission readiness. The USFFC Comptroller’s offices is responsible for the planning, programming, budgeting, and execution of mission-funded fiscal resources supporting USFFC Headquarters and staff. The Comptroller’s function is to oversee all processes related to Budget Formulation and Execution, Funds Administration, and Financial Policy and Systems and to supervise the Fleet Financial Managers who maintain official records of obligations and expenditures throughout the fleet.

Reporting to the Program Manager, the Jr. ERP Financial Systems Analystserves as a functional Subject Matter Expert (SME) for Navy financial systems, supporting the financial management community through system expertise, business process support, training, and analysis. on the United States Fleet Forces Command (USFFC) Financial Management Support Services (FMSS) contract. This position is located in Norfolk, VA.

What You'll Do
  • Act as the primary liaison between financial users and enterprise financial systems (Navy ERP and legacy systems such as SABRS and CFMS), ensuring system use aligns with financial policy and operational requirements.
  • Provide Tier I functional support for financial system users via a ticketing system, focusing on business process issues, data accuracy, access requests, and financial transaction support (this role does not perform IT infrastructure or hardware support).
  • Analyze and resolve financial system issues related to budget execution, accounting, funds control, and reporting in accordance with established financial policies and procedures.
  • Support month-end, quarter-end, and year-end financial close activities by assisting users with system transactions, reconciliations, and issue resolution.
  • Maintain and update user access, roles, and supervisor relationships in Navy ERP and the Naval Identity Service (NIS) based on approved requests.
  • Identify trends in user inquiries and system issues to recommend process improvements, training enhancements, and documentation updates.
  • Develop, update, and maintain Standard Operating Procedures (SOPs), Process Activity Streams (PAS), and job aids related to financial system usage and business processes.
  • Provide training, briefings, and functional guidance to financial managers, analysts, and program personnel at the command and lower-echelon levels.
  • Participate in meetings and working groups to explain financial system functionality, policy impacts, and process changes to stakeholders.
  • Support audit readiness initiatives by assisting with documentation, system controls validation, and data integrity reviews.
  • Collaborate with functional leads, program offices, and external stakeholders to improve financial system effectiveness and user adoption.
  • Document system issues, resolutions, and user guidance using approved knowledge management tools.
  • Perform other duties as assigned in support of USFFC financial management operations.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required OR an additional 4 years of related experience or a relevant professional certification may be substituted.
  • Two (2) years of experience providingwith ERP or comparable DoD Financial Management System.
  • Self-motivated, possess strong technical skills and be customer oriented.
  • Clearly communicate complex ideas to others visually, verbally and in writing.
  • Proficient with standard business tools such as Microsoft Office Suite (i.e. Excel, Word, PowerPoint) and web-enabled collaboration platforms/applications.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Experience supporting Tier 1 Help Desk requirements for ERP or comparable DoD financial management systems
  • Knowledge of United States Fleet Forces Command (USFFC)

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
