Job summary

Quantech Services, Inc. in Northern Virginia is seeking a Senior Financial Policy Analyst to join a government-supporting team.

You lead policy development, assist in audit remediation, and deliver briefings to NGA, FM, and oversight leadership while ensuring fiscal compliance.

Requires active TS/SCI with CI polygraph, a Bachelor's in accounting/finance or related field, and 10+ years in federal financial management; momentum-based systems experience preferred.

Qualifications

  • Active TS/SCI clearance with CI polygraph.
  • Bachelor's degree in accounting, finance, business management, or equivalent work experience.
  • At least 10 years of experience in federal financial management functions (accountant, auditor, analyst).
  • Specialized experience developing clear policies and procedures for accounting, budgeting, financial execution, and travel.
  • At least 2 years within past 5 years supporting Momentum-based financial systems implementations, upgrades, or enhancements.

Financial Policy Analyst (Senior)

We are currently seeking a Financial Policy Analyst (Senior) to join a team in Northern Virginia supporting a government customer.

Leads and serves as a member of a team that supports the Comptroller Office in the Financial Management Directorate, assists the government with audit remediation, and supports government representatives at meetings.

Duties include
  • Provides support to the government in the development of policies, procedures, and business process and/or financial management system improvements that enable agency fiscal compliance and audit remediation efforts.
  • Assists in leading team of contract support staff.
  • Develops staff packages and supporting materials.
  • Prepares and delivers briefings to NGA, FM, and/or oversight agency senior leadership as necessary.
  • Develops clear and concise NGA policies and procedures within the NGA governance framework related to accounting, budgeting, financial execution, fiscal law, and travel.
  • Manages agency coordination of draft financial management policies.
  • Vets policies promulgated by other NGA directorates for compliance with laws and regulations (specifically, laws and regulations related to accounting, budgeting, fiscal law, and travel).
  • Provides financial policy advice, guidance, and interpretation to NGA Components.
  • Utilizes office tools to document and track frequently asked questions, fiscal law issues, taskings, and policy inquiries.
  • Administers support agreements received by FM for coordination for fiscal issues to ensure compliance with laws and regulations and ensure the agency equities are documented.
  • Advises NGA Components on fiscal matters to ensure fiscal compliance with minimum impact to mission.
  • Edits FM directorate documents (e.g., staff packages, policies, terms of reference, studies, strategies, meeting summaries, etc.) for accuracy, completeness, and consistency.
  • Engages NGA Components to develop, review, and implement policies to support audit readiness or remediation to ensure conformance with agency standards.
  • Collaborates with the NGA Corporate Policy Office to prepare draft policies for agency coordination and comment and coordinate revision of draft policies for publication.
Job Requirements
Skills and Experience
  • Active TS/SCI clearance with CI polygraph
  • Bachelor's degree in accounting, finance, business management, or equivalent work experience.
  • At least 10 years of experience in a federal financial management function such as an accountant, financial auditor, financial analyst, or financial system analyst.
  • Demonstrated specialized experience in developing clear and concise policies and procedures related to accounting, budgeting, financial execution, and travel.
  • At least 2 years demonstrated recent experience (within past 5 years) in supporting Momentum-based financial systems implementation, upgrades and enhancements.
Desired
  • Certified Public Accountant or Certified Government Financial Manager.
  • Demonstrated specialized experience with DoD or IC financial management business processes and financial systems.
  • Demonstrated specialized experience researching and interpreting appropriations law as well as specialized experience in application of the Anti-deficiency Act.
  • Demonstrated specialized experience reviewing and coordinating support agreements, interagency agreements, memorandums of understanding, or memorandums of agreement.
