Job summary

United States Agency for Global Media is seeking a Financial Operations Director to serve as the principal advisor to the CFO on financial operations, accounting integrity, internal controls, financial systems, and audit readiness.

Responsibilities include overseeing accounting operations, accounts payable, travel and payroll, and directing the agency's internal control program in line with federal requirements.

As a Financial Operations Director, you will be responsible for duties to include, but are not limited to:

  • Serves as the principal advisor to the CFO on all matters related to financial operations, accounting integrity, internal controls, financial systems, and audit readiness.
  • Provides senior-level oversight and operational accountability for accounting operations, accounts payable, travel (domestic and international), and payroll activities.
  • Directs and sustains the Agency's internal control program in accordance with the Federal Managers' Financial Integrity Act and OMB Circular A-123.
  • Perform the full range of supervisory duties: plan, schedule, and assign work; conduct annual performance appraisals on staff, identify training needs and opportunities for staff, carry out EEO policies and program activities.

  • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.

  • The full performance grade level for this position is GS-15

Qualifications

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following:

  • Applying financial management laws, representing the organization to resolve complex issues, and serving as a technical expert to assess program quality and recommend process improvements;
  • Supervising or managing a financial management operation, including accounting, financial reporting, financial analysis, financial systems management, and audit support activities;
  • Directs the development, implementation, and oversight of financial management policies, procedures, and internal controls to ensure compliance with federal laws, regulations, standards, and guidance.
Education

Education is not required for this grade level. It cannot be used for qualification purposes.

Application of Veterans' Preference
