The incumbent serves as an executive leader at the Richard L Roudebush VA Medical Center (RLRVAMC), overseeing the establishment, administration, and leadership of an integrated financial services system that ensures the efficient and effective management of the Indianapolis VAMC.

Key Responsibilities

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Ensures effective operational decisions and manages key resource programs as a member of the executive management team and Resource Management Board. The role involves providing timely financial advice, participating in decision-making, and program planning.

Offers financial and operational counsel during all planning stages, policy formulation, and decision‑making. They address problems and actions beyond financial issues and actively participate in long‑and short‑term planning, influencing program scope and policy decisions. Provides management and operating officials with necessary analyses, projections, and interpretations for maximum efficiency and effectiveness.

They participate in preparing presentations, reports, and position papers to develop new financial management concepts. Manages a comprehensive accounting program, planning, analyzing, and evaluating performance, projecting demand, and recommending management changes.

Oversees the design of a complete accounting system for a large program used within a network of operating sites and administers an accounting system designed to track, reconcile, and report on agency administered programs and/or appropriations for which the agency has legislative oversight responsibility. Reconciles accounts and prepare balance sheets and adjusts as required. Validates data entered in accounting systems and consolidated for a functional program.

Provides expert advice on the interpretation of account regulations and impact of new legislation or program initiatives. Performs financial audits of accounts and financial records to certify or attest financial statements fairly represent the financial position as of a predetermined date.

Conducts and leads long‑term audits of a wide range of financial programs or the integrated financial operations of administered programs at multiple sites; develops auditing techniques, including new approaches, to evaluate integrated analysis of multiple financial programs and systems. Prepares reports of long‑term audits of a wide range of financial programs; reviews and consolidates reports and recommendations of auditors assigned to segments of the overall audit.
