Job summary

Applied Research Solutions is seeking a Financial Manager to support the AFLCMC/ES ESS Division at Hanscom AFB, MA. You will oversee program budgets, forecasting, and financial documentation, ensuring accurate records and management of EVM-related activities.

You will manage funding documents, prepare briefings for reviews, and maintain audit trails across DoD financial systems, working with cross-functional teams. US citizenship and an active Secret clearance are required.

Responsibilities

• Prepare program budgets, reports, and financial documentation; analyze data and recommend solutions.
• Perform budget forecasting, variance analysis, execution reporting, schedule analysis, and EVM assessments; provide recommendations.
• Identify accounting discrepancies and ensure accurate financial records.
• Use automated financial management systems for data analysis and reporting.
• Maintain division-level financial materials for metrics, audits, and internal controls.
• Prepare financial briefings and documentation for BERs, IBRs, PMRs, and other reviews.
• Draft and submit financial data documentation including procurement documents and POMs.
• Generate reports on funded, deferred, and released funds and correct posting errors.
• Maintain audit trails for funding documents to ensure compliance.

Applied Research Solutions has a new opportunity for a Financial Manager to support the Air Force Life Cycle Management Center Electronic Systems PEO (AFLCMC/ES). The Electronic Systems System (ESS) Division aka Force Protection Division's mission responsibility is to manage and execute the modernization, design, development, testing, fielding, and sustainment of the various software and hardware within the ESS Portfolio.
This is a full-time position located at Hanscom AFB, MA.

Duties include, but not limited to:

• Prepare program budgets, reports, and financial documentation; analyze data and recommend solutions to funding and budgeting challenges.
• Perform budget forecasting, variance analysis, execution reporting, schedule analysis, and earned value management (EVM) assessments; provide recommendations to the program office on budget, schedule, and EVM matters.
• Identify accounting discrepancies, recommend corrective actions, and ensure accurate financial records.
• Use automated financial management systems for data analysis, reporting, and decision support.
• Compile division-level financial materials for metrics, audits, management internal controls, self-assessments, and routine reporting.
• Support the development of program-specific funds management documentation and financial control models for decision-making.
• Prepare financial briefings and documentation for events such as Budget Execution Reviews (BER), Integrated Baseline Reviews (IBR), Milestone Decision Reviews, Monthly Acquisition Reports (MAR), Program Management Reviews (PMR), Acquisition Strategy Plans, and Integrated Product Team (IPT) risk assessments.
• Draft and submit financial data documentation including procurement documents, Research Test Development and Evaluation documents, and Program Objective Memorandums (POMs).
• Generate reports on approved, deferred, and released funds using standard formats; identify and correct posting errors in financial records.
• Prepare funding documents such as Purchase Requests, Military Interdepartmental Purchase Requests (MIPRs), Project Orders, and others per FM policy and regulations.
• Maintain an independent audit trail for all funding documents to ensure compliance and accountability.
• Provide quick-turnaround funding drill assessments and support ad-hoc reporting requirements.
• Support AF or DoD exercises and simulations to assess financial readiness for real-world scenarios.
• Monitor, maintain, and report on reimbursable budget programs.
• Conduct research and analysis for accounting-related issues using systems such as CCaRS, CRIS, WAWF, FM Suite, and classified financial systems.
• Maintain financial databases, input financial and contracting data, and extract reports for decision-making.
• Other duties as required.

Minimum Required Qualifications

• Must have FMS Experience
• Ability to collaborate across teams and communicate financial insights to senior leadership
• Strong planning, organizational, and time mangement skills
• Ability to work under short deadlines and adapt to evolving priorities

Education:

Bachelor’s degree or master'sdegree in a related field and 3+ years of financial experience within the DoD sector

Technical Knowledge:

• Knowledge of financial analysis techniques, DoD acquisition requirements, and budget formulation/execution processes
• Understanding of DoD contracting types, structures, and funding clauses
• Experience with financial systems such as CCaRS CRIS, WAWF, FM Suite and others

The expected annual salary range: $115k - $125k. Salary is dependent upon the role and associated responsibilities, candidate's experience, and qualifications to include education/training, and key skills.
