Job summary

Cherokee Federal is seeking a Financial Investigator to support asset investigations, analyze records, and assist government attorneys on debt collection and restitution matters. You will utilize various investigative systems and coordinate with law enforcement agencies to locate assets and prepare case exhibits.

The role requires 5+ years of criminal investigation experience, 3+ years as a financial investigator, and the ability to obtain a Public Trust clearance.

Qualifications

• Minimum of 5 years' criminal investigator experience, preferably in a military or intelligence agency.
• Minimum of 3 years' experience as a financial investigator for complex criminal or drug-related investigations.
• Must have or be able to obtain a Public Trust clearance.

Responsibilities

• Independently plan and conduct asset investigations to recover debts in cases handled by or referred to the USAOs.
• Analyze financial records to identify assets for seizure or restitution payments and assist government attorneys.
• Provide technical expertise using investigative systems and databases to support government cases in criminal and civil debt collection.
• Research assets using data amplification programs and social media/cyber tools.
• Prepare legal documents in response to investigative results and coordinate with agencies for asset tracing.
• Conduct witness interviews and participate in judgments to obtain financial information.

Financial Investigator

A Financial Investigator provides support in various financial investigations and tasks, such as budgeting, financial analysis, and reporting, to ensure the smooth operation of financial activities within an organization.

Compensation & Benefits

Estimated Starting Salary Range for Financial Investigator: $90,000 - $98,000
Pay commensurate with experience.

Financial Investigator Responsibilities Include:

• Independently plan and conduct asset investigations to recover debts imposed in cases handled by or referred to the USAOs.
• Analyze financial and other records to assist government attorneys, agents, and agencies in identifying assets subject to seizure or attachment, or assets available to pay court-ordered restitution and fines.
• Provide technical expertise using various investigative automated systems and law enforcement databases, such as Choice Point, Auto Track, Accurint, and other Internet capabilities, to provide case support to the government in criminal and civil debt collection matters.
• Research and identify assets utilizing data amplification programs/systems and through various forms of cryptocurrencies.
• Coordinate surveillance of debtors with appropriate law enforcement/investigative agencies, while personally participating only in surveillance activities occurring in locations open and accessible to the public with little or no risk of personal harm.
• Research and identify assets utilizing various social media and cyber research tools.
• Communicate with financial institutions regarding accounts identified for execution or garnishment to satisfy a debt.
• Prepare legal documents in response to the results of investigative activities.
• Conduct investigations of debtors and defendants by utilizing public records, law enforcement databases, and Internet websites.
• Prepare written and visual summaries of complex financial transactions to assist attorneys in preparing for hearings and trials.
• Assist government attorneys in criminal investigations to trace the flow of proceeds from specified unlawful activities to assets that may be subject to seizure.
• Identify specific transactions in violation of money laundering and other Title 18 offenses.
• Assist attorneys with pre-seizure planning by determining the value of assets subject to seizure and identifying any encumbrances.
• Assist other staff members in the unit by reviewing complex financial and other records to determine a debtor's ability to pay restitution and fines.
• Conduct witness interviews and participate in Judgment Debtor Examinations to obtain information regarding financial and other relevant transactions.
• Negotiate with debtors and representing attorneys for settlement of civil cases.
• Analyze financial records in civil cases from banks and other entities to identify assets subject to lien or attachment, verify the truth of debtor statements, identify violations of law, trace proceeds to their ultimate disposition, and calculate debtors' discretionary income that may be applied to government debts.
• Through examination of records, identify and isolate individuals and affiliates that serve as alter egos or nominees to avoid payment and collection efforts.
• Conduct financial investigations to obtain information for subpoenas and garnishment packages to secure payment directly from payers.
• Prepare exhibits for and participate in depositions.
• Perform other job-related duties as assigned.

Financial Investigator Experience, Education, Skills, Abilities Requested:

• Minimum of 5 years' criminal investigator experience, preferably in a military or intelligence agency.
• Minimum of 3 years' experience as a financial investigator for complex criminal or drug-related investigations.
• Must have or be able to obtain a Public Trust clearance.
• Must be able to respond to all possible situations; ability to detect attempts at trespass; ability to communicate orally; knowledge of security practices.
• Knowledge of office procedures sufficient to refer calls or provide routine and factual information to visitors.
• Excellent verbal and written communication skills.
• Advanced skills with MS Office software.
• Must pass pre-employment qualifications of Cherokee Federal.
• Past applicable job experience may include, but is not limited to: Financial Analyst, Financial Coordinator, Finance Associate, Financial Planner, and Budget Specialist.
