Job summary

SAIC is seeking a Financial Analyst to support the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) with all phases of the PPBE process. This on-site role is located in Alexandria, VA.

Responsibilities include budget development, program analysis, and coordination of funding documentation for review and audits. The posted salary ranges from $100,000 to $130,000, with a target range of $120,001 to $160,000.

• At least 6 years of experience supporting Senior Financial Management and Budget Execution.
• Experience with DAI and proficient MS Office (PowerPoint, Word, Access, Excel).

Responsibilities

• Assist in developing the Program Objective Memorandum and Budget Estimate Submission for OUSW(R&E).
• Manage internal R&E budget reviews and change/budget proposals and budget documentation.
• Analyze financial and budgetary trends and prepare briefing materials for senior leadership.
• Monitor funding distribution, obligation, and expenditure documentation for funded projects.
• Prepare PPBE documentation and participate in Mid-Year reviews and PPBE meetings.

SAIC is seeking a Financial Analyst to provide support to the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) with all phases of the DOW Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSW mandated timelines for submission of PPBE related documents. This position is onsite located in Alexandria, VA.

Job Responsibilities

• Assist OUSW(R&E) in developing the Program Objectives Memorandum and Budget Estimate Submission for OUSW(R&E), manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.).
• Prepare analysis and evaluation of the effectiveness of programs and operations and analyze financial and budgetary trends.
• Prepare documents and briefings for review and use by DOW senior leadership.
• Review statement of work and required funding documentation for approved OUSW(R&E) projects.
• Monitor and support DOW program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.
• Assist in preparation of required documentation to support the DOW PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.
• Prepare and participate in Mid-Year reviews and other PPBE meetings as required.
• Assist OUSW(R&E) in identifying baseline financial processes and design target financial and business processes and procedures.
• Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.
• Assist in preparing audit readiness preparing associated documentation.
• Execute and follow-up on all budgetary data calls.

Qualifications

Required Qualifications

• Secret clearance and US citizenship.
• Bachelor’s degree from an accredited college or university in accounting, business management, or finance. A minimum of four (4) years of specialized experience, including military budget experience, may be substituted in lieu of specific educational requirements.
• At least 6 years of experience supporting Senior Financial Management and Budget Execution.
• Experience with DAI.
• Proficient in Microsoft (MS) Office to include PowerPoint, Word, Access and Excel.
• Strong written and oral communication skills.

Desired Experience

• Experience with acquisition and PPBE process at the DOW and/or Service component Headquarters level.
• Knowledge of funding execution processes, DOW organization and structure particularly R&D structure of OSW, Services, and Combatant Commands is preferred.

Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
