Job summary

The University of Texas MD Anderson Cancer Center seeks a Project Manager of Finance to oversee payroll tax compliance, financial reporting, and accounting processes. This role partners with internal stakeholders and external agencies to ensure regulatory compliance and financial integrity across UT MD Anderson.

Ideal candidate will have a Master’s in a related field, CPA certification (preferred), and extensive knowledge of USAS and state policies.

Qualifications

Responsibilities

• Ensure reimbursement files are established in PeopleSoft HCM at the beginning of each fiscal year.
• Submit the Benefit Proportional by Fund Report (APS 011) before November 19 annually.
• Oversee payroll tax returns (Form 941, 940, W-2, W-3) and state tax filings.
• Maintain reimbursement files and submit them after each on-cycle payroll.
• Post General Ledger journal entries for state reimbursements.
• Coordinate with State Comptroller's Office and IRS for audits and notices.
• Maintain GAAP, GASB knowledge and internal controls across finance processes.

Job description

The University of Texas MD Anderson Cancer Center is home to the General Accounting department, which supports critical financial operations, regulatory compliance, accounting accuracy, tax reporting, and stewardship of institutional resources. The Project Manager of Finance plays a key role in ensuring compliance with state and federal financial requirements while supporting strategic financial initiatives and reporting obligations.

The University of Texas MD Anderson Cancer Center is a leading institution focused on cancer care, research, education, and prevention. The Project Manager of Finance will collaborate with internal stakeholders and external agencies to oversee payroll tax compliance, financial reporting, reimbursement activities, and accounting processes. The Project Manager of Finance is an essential contributor to financial integrity and operational excellence across UT MD Anderson.

The ideal candidate will possess a Master's Degree in Business Administration or a related field, CPA certification, experience supporting UT System operations, and extensive knowledge of the State of Texas Uniform Statewide Accounting System (USAS), Texas State Comptroller policies, and state accounting processes. A strong background in accounting, financial compliance, payroll tax administration, and project leadership is preferred.

Salary Range (40-hour work week equivalent): Minimum $123,000 annually - Midpoint $154,000 annually - Maximum $185,000 annually

Work Location: Remote - Must come onsite as needed.

Typical Work Schedule: Monday - Friday 8am - 5pm.

Responsibilities

• Financial Reimbursement & State Reporting
  • Ensure reimbursement files are established in PeopleSoft HCM at the beginning of each fiscal year
  • Maintain reimbursement files and submit them to the State Comptroller's Office immediately following each on-cycle payroll completion
  • Manage reimbursement activities related to FICA, group insurance, ORP, and tobacco funds
  • Submit the Benefit Proportional by Fund Report (APS 011) to the Comptroller's Office and State Auditor's Office before November 19 annually
• Tax Compliance & Regulatory Reporting
  • Oversee preparation and submission of quarterly and annual payroll tax returns
  • Manage filings including Forms 941, 940, W-2, W-3, and applicable state tax returns
  • Ensure compliance with federal, state, and local tax laws
  • Maintain current knowledge of UT System policies and procedures, GAAP, and GASB accounting requirements
• General Ledger & Financial Analysis
  • Post General Ledger journal entries accurately and timely for state reimbursements
  • Analyze and review financial data to ensure compliance with internal controls
  • Identify accounting issues and areas of concern and recommend policy improvements to leadership
  • Process the Accrued Compensable Absence Report in HCM monthly and provide projected cost analysis to General Accounting
  • Provide annual current versus noncurrent ACA breakdowns for year-end AFR preparation
• Audit, Agency Relations & Compliance Management
  • Serve as the primary point of contact for the State of Texas Comptroller's Office
  • Serve as the primary point of contact with the IRS for payroll tax audit documentation requests
  • Manage tax notices, assessments, refunds, penalties, and compliance matters
  • Coordinate responses to federal and state agency inquiries and requests
  • Ensure adherence to internal controls and accounting standards
• Account Reconciliations & Other Duties
  • Prepare accurate balance sheet account reconciliations for ACA accounts
  • Submit reconciliations by the end of the following month
  • Support compliance and financial reporting activities across the department
  • Perform additional duties as assigned.

Education

• Required: Bachelor's Degree Business Administration, Healthcare Administration or related field.
• Preferred: Master's Degree Business Administration or related field.

Work Experience

• Required: 8 years Relevant experience in cost accounting and/or decision support with a hospital, consulting firm or related industry, to include three years of project management or supervisory experience.
• Preferred: 4 or more years of experience with the State of Texas Uniform Statewide Accounting System(USAS). Knowledge of Texas State Comptroller processes and policies.

Licenses and Certifications

• Preferred: Certified Public Accountant (CPA) Upon Hire
