Loveland, Colorado | Exempt | Salary Range: $125,000–$187,760 annually
Hiring Range: $125,000–$156,480 depending on qualifications and experience

Loveland Fire Rescue Authority (LFRA) is seeking a strategic, experienced, and mission‑driven Finance Manager to join our leadership team. This role is a senior advisor to the Fire Chief, Executive Staff, and the Authority Board, directly shaping LFRA's financial sustainability and long‑range planning in support of exceptional public safety services.

As a key leader within our organization, the Finance Manager oversees all Authority financial systems, guides budgeting and financial strategies, ensures regulatory compliance, manages debt programs, and maintains accurate and transparent financial reporting. Key Responsibilities
  • Advise the Fire Chief and Authority Board on financial trends, long‑range planning, and strategic objectives.
  • Prepare financial reports, studies, board meeting materials, and recommendations for decisions requiring resolution.
  • Oversee administration of grant funds and ensure compliance with all financial legal requirements related to grant funding.
  • Lead development and implementation of the annual budget; serve as LFRA’s Budget Officer with state and federal agencies.
  • Manage financial systems including debt management, accounting, and reporting.
  • Integrate LFRA’s financial plans with funding partner agencies and ensure consistency in long‑term financial strategy.
  • Oversee purchasing, accounts payable/receivable, cost recovery for billable services, and contract administration.
  • Supervise assigned staff and contribute to organizational leadership and professional development.

Minimum Qualifications
Education
  • Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or closely related field required.
  • Master’s degree in one of these fields (or a closely related field) preferred.
  • Equivalent combinations of education and experience may be considered on a year‑for‑year basis.
Experience
  • Five years of progressively responsible work in finance, accounting, or budgeting required.
  • Public finance experience required.
  • Fire/special district finance experience preferred.
  • Supervisory experience preferred.
Licenses/Certifications
  • Certified Public Accountant (CPA) preferred.
  • Certified Public Finance Officer (CPFO) preferred.
  • NIMS 100, 200, 700, 706, 800 required within 12 months of hire.
