About this Unit

The purpose of the Administration & Finance Division is to ensure that available financial resources are used effectively and efficiently, and to ensure that state funds are spent in compliance with statute, fiscal rule, and Department policy.

About this Position

The purpose of this position is to manage and direct budget analysts assigned to the respective divisions in the completion of the budget development and budget implementation work in support of the assigned programs, and ad hoc duties as assigned. This position requires application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. The ability to communicate financial information to a variety of audiences is required. This position will also perform additional duties that may not be present within this pd, as assigned by the appointing authority or supervisor.

This position will have oversight to the BITS Financial Reporting, CDHS’s entire OIT Common Policy and the Real-Time-Billing workload, the CMBS/CoBEES Financial Reporting, and all contracts related to BITS, OIT, and CBMS. This role will manage 3 full-time employees.

Summary of Duties

This Finance Manager position offers a transformational opportunity for a driven self-starter dedicated to wanting to make meaningful change to financial management and analysis. Leading a team, this role provides comprehensive oversight of 107+ FTE and a total funding portfolio of $255M+. The Finance Manager will oversee $146.1M for the Colorado Benefits Management System (CBMS, an enterprise-scale platform responsible for the automated eligibility determination and distribution of billions of dollars annually in state and federal public assistance funds, including Medicaid, SNAP, and TANF) with a multi-agency perspective. Alongside this, the role is responsible for managing BITS financial reporting, which includes $4.7M in PS & OpEx across 37.0 FTE, $64.1M in payments to OIT/RtB, and $8.5M in CDHS Shared Expenses (Common Policies), as well as $22.7M in CDHS Operations financial reporting (Common Policies).

The manager is also tasked with driving OIT utilization planning, overseeing OIT/BITS/CBMS/CoBEES contracts and purchases, and delivering consolidated executive-level reporting to senior leadership. Furthermore, the role directs financial oversight across several Special Purposes programs.
