POSITION SUMMARY

TheFinanceDirectordevelops,plans,coordinates,manages,andenhancesthefiscalandfinancial stability, accountability, and integrity of the collection, investment, and disbursement of all city funds.Thisisaccomplishedbyensuringcompliancewithpoliciesandprocedures,managingcash andinvestments,preparingtheannualbudgetsandfinancialstatements,monitoringrevenuesand expenses,providingfinancialrecordsandreports,administeringthecity’sfinancialsoftware,and supervising subordinatepersonnel.

ESSENTIAL JOBFUNCTIONS

  • Oversees and coordinates the day-to-day operations of the finance department including purchasing, accounts payable, accounts receivable, payroll, billing, and collections for the City.
  • Provides monthly, quarterly, and annual financial reports to Department Directors, City Administrator, and City Council; attends Council meetings as necessary andrequired.
  • Compiles, analyzes, and reviews financial data, records, statements, andreports.
  • Creates,coordinates,andmonitorsthecity'sannualbudgetandassurespurchasescomplywith state procurement and financial policyguidelines.
  • Prepares and presents agenda items to the Council asneeded.
  • Provides financial leadership, training, and support for department directors and staff regarding budget reports and accountingsoftware.
  • Directs the selection, administration, and evaluation of outside contracts for finance-related activities.
  • Prepares and revises financial, accounting, and investment policies and procedures and implements controls in order to ensure operational efficiencies and effectiveness and compliance with generally accepted accounting principles(GAAP).
  • Manages and evaluates sales tax and propertytaxes.
  • Plans and monitors financials of capital improvement projects by recommending revenue sources, tracking expenses, and recording revenues, and grantmoney.
  • Manages cash flow, ensuring adequate liquidity to pay weekly expenditures, payroll, debt service payments, and capitalexpenditures.
  • DevelopsanddirectsstrategicdirectionfortheadministrationoftheCity'sinvestmentpolicy, debt policy, finance-related administrative directives, and internal controlstructure.
  • Serves as the liaison for the Finance Department with other City departments and outside agencies and organizations; provides highly responsible staff assistance to the City Administrator andtheCityCouncil;preparesandpresentsstaffreportsandothernecessary correspondence.
  • Manages issuance of debt by analyzing the need for new and existing debt and ensures completion of bond or debt issuance while working with underwriters, bond counsel, and financial advisors on capital leases, debt, and bondissuances.
  • Oversees and maintains the general ledger in accordance with generally accepted accounting principles (GAAP).
  • Performs yearly reviews of city’s fixed assets and inventory for accounting and insurance purposes.
  • Prepares and files necessary documentation for federal, state, or local grants and reimbursements.
  • Researches and implements time-saving programs, software, and processes for operational improvements and internal controls to create the most effective and efficient work environment.
  • Responds to all financial inquiries and open records requests from citizens, vendors, and internalstaff.
  • Maintains a good working relationship with all City staff and outsidevendors.
  • AdherestoassignedworkscheduleasoutlinedintheDepartmentandCityattendancepolicies andprocedures;ensuresallbehaviorscomplywiththeCity’spersonnelrules,andregulations.
  • May be required to work occasional evenings or weekends based upon operationalneeds.
  • Organizes and/or assists with various employee functions throughout year as required.
  • Performs other related job duties asassigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles, standards, and practices of accounting, budgeting, finance, investment, and auditing for governmentalentities.
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs including personnelmanagement.
  • Principles of supervision, training and performanceevaluation.
  • Generally accepted accounting principles(GAAP),pronouncementsandstandardsissued by GASB, and governmental accounting, auditing, and financial reportingguidelines.

ENVIRONMENTAL FACTORS AND SAFETY HAZARDS

Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during summer and winter months.

TOOLS AND EQUIPMENT USED

Standard office equipment including multi-line telephone, computer, fax machine, copier, shredder, scanner, printer, etc.

EDUCATION, EXPERIENCE, AND CERTIFICATIONS

Bachelor’s Degree in Accounting, Finance or related field; and four (4) years of related work experience.

Active Certified Government Finance Officer (CGFO) license in the State of Texas preferred.

Proficient with Fundview software.

Must pass a criminal background check, and credit check.

A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record.
