The Commonwealth of Pennsylvania seeks a Field Human Resource Officer 3 to support HR programs across SCI Greene and SCI Fayette. Qualifications

• One year of experience as a Human Resource Analyst 3, a Field Human Resource Officer 2, or a Human Resource Director 1 (Commonwealth job title or equivalent Federal Government title).
• Four years of professional human resource experience including one year of supervisory experience, and a bachelor's degree.
• Equivalency of experience and training may be considered.

Responsibilities

• Coordinate hiring efforts, ensure interview compliance, and monitor probationary progress.
• Assist with discrimination complaints, schedule interviews, and advise staff on policies.

Join SCI Greene and SCI Fayette as a Field Human Resource Officer 3 and become a key partner in supporting staff across both institutions. This role gives you the chance to guide major human resource functions that help create a strong and reliable workplace. You will work closely with leaders and employees to improve processes and strengthen daily operations. This position is an opportunity to grow your skills while making a meaningful impact.

This role manages human resource functions for multiple facilities and ensures consistent support for staff and leadership. It requires strong judgment, coordination, and oversight across many human resource (HR) programs. As a Field Human Resource Officer 3, you will perform the following duties:

• Labor Relations: Supervise analysts, guide contract interpretation, and support grievance processing
• Recruitment Support: Coordinate hiring efforts, ensure interview compliance, and monitor probationary progress
• Equal Employment Opportunity (EEO) Coordination: Assist with discrimination complaints, schedule interviews, and advise staff on policies
• Attendance Oversight: Provide guidance on time administration and ensure accurate leave and Family and Medical Leave Act (FMLA) tracking
• Workers' Compensation: Oversee Workers Compensation processes and pursue solutions with employees and supervisors

Work Schedule and Additional Information

• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week upon successful completion of the 6-month probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in SCI Fayette or SCI Greene. The ability to telework is subject to change at any time. QUALIFICATIONS

Minimum Experience and Training Requirements

• One year of experience as a Human Resource Analyst 3, a Field Human Resource Officer 2, or a Human Resource Director 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
• Four years of professional human resource experience which included one year of supervisory experience, and a bachelor's degree; or
• An equivalent combination of experience and training.
