Brief Job Description

Manager I - The Child Protective Services (CPS) Federal State Support Manager I performs routine (journey-level) managerial work administering the daily operations and activities of the agency’s business functions in the areas of Foster Care eligibility, Adoption and Permanency Care Assistance (PCA) eligibility, Accounting, Social Security Coordination and management of IV-E audit requirements. Work involves establishing goals and objectives, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business functions, division, or department activities. Supervises the work of others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • Manages day-to-day activities within a business function, division, or department.
  • Manages staff development plans and activities.
  • Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Develops and implements techniques for evaluating business function, division, or department activities.
  • Provides input in the development of new policies and procedures and monitors compliance with policies and procedures.
  • Provides technical expertise and guidance regarding questions related to the business functions, division, or department in the areas of Foster Care eligibility, Adoption and PCA eligibility, Accounting, Social Security Coordination and management of IV-E audit requirements.
  • Identifies areas of needed change and makes recommendation to improve operations.
  • Prepares management and productivity reports.
  • Supervises the work of others.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned to maintain unit operations.
Knowledge, Skills and Abilities (KSAs)
  • Knowledge of local, state, and Title IV-B and IV-E federal laws and regulations relevant to a business functions, divisions, or department; and the principles and practices of public administration and management.
  • Must possess knowledge of Title IV-E federal eligibility requirements to include some level of experience in utilizing the Title IV-E Foster Care Eligibility Review Guide (Review Guide) that provides a consistent and uniform approach for federal and title IV-E agency staff to use in complying with the title IV-E requirements.
  • Skill in utilizing TIERS and IMPACT systems to research Medicaid related issues that can impact a DFPS client’s eligibility for Medicaid.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems, and the use of a computer and applicable software.
  • Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.

Initial Screening Criteria

Minimum qualifications section will include education and experience.

  • Graduation from high school or equivalent
  • Graduation from an accredited four year college or university
  • Three years full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience

Acceptable Substitutions:

  • One additional year full-time consultative, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or DFPS experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years
  • Graduate degree may be substituted for the required experience, with a maximum substitution of two years
