Job summary

EMCOR Government Services, Inc. in Alexandria, Virginia, is seeking a Strategic Sourcing and Procurement Specialist to own the RFQ process throughout the proposal lifecycle for federal government and commercial contracts.

You will support capture, pricing, and proposal teams by sourcing subcontractors and vendors, developing RFQ packages, and ensuring compliance with FAR/DFARS requirements. A background in HVAC, electrical, or Fire Life Safety is desirable.

Qualifications

• 3+ years of procurement or sourcing experience, preferably in federal government contracting.
• Strong knowledge of RFQ/RFP processes and FAR/DFARS compliance.
• Proven ability to perform cost and price analysis and negotiate supplier terms.

Responsibilities

• Review PWS/SOW to verify accuracy and develop questions as needed.
• Develop subcontracting requirements with operations teams based on Make/Buy decisions.
• Conduct site visits to gather data for price estimates.
• Develop, issue, and manage RFQ packages for subcontractors and vendors.
• Draft SOWs aligned with solicitation requirements and technical specs.
• Identify and qualify suppliers to meet proposal requirements.
• Perform cost and price analysis to ensure competitive pricing.
• Collaborate with capture, proposal, and pricing teams on procurement strategies.
• Ensure adherence to FAR/DFARS and company procurement policies.
• Maintain documentation of RFQ responses and supplier certifications.
• Support development of competitive solutions through supplier negotiations.
• Track RFQ progress and spend analytics.
• Build relationships with local and national vendors.
• Other duties to support sourcing, subcontracting plans and reporting.
