Job summary

Heartland Consulting seeks a Financial Analyst to support monthly billing, cost allocation, and customer reporting for a DHS financial shared-services office. This role reports to the Customer Service Program Team Lead and will be named in the proposal.

The position requires a Bachelor's degree in accounting/finance and 3+ years in federal government accounting, with 6+ years in cost modeling preferred; advanced Excel and Power BI are essential.

Qualifications

  • Bachelor’s degree in accounting, finance, business administration, information management, or related field; Master’s degree preferred.
  • At least three years of federal government accounting or federal financial management experience; six+ years in cost modeling or shared-services operations preferred.
  • Demonstrated experience in activity-based costing or cost-model development.
  • Advanced Excel with lookups, pivot tables, and reconciliation; Power BI preferred; SQL a plus.
  • Ability to explain a cost result to a non-accountant and document produced assumptions.
  • U.S. citizenship, fluent English, and residence in the United States; DHS suitability determination required.
  • Onsite, full-time work at Potomac Center South, 550 12th Street SW, Washington, DC.

Responsibilities

  • Gather inputs and calculate monthly activity and process costs for federal components and internal customers.
  • Prepare monthly activity reports stating methods, assumptions, and data sources.
  • Support quarterly cost-per-vendor-invoice calculations and pre-due-date customer packages.
  • Assist with annual SLA updates and funding reassessment.
  • Confirm workload drivers and enterprise costs with process owners during model reviews.
  • Draft sections of interagency agreements for government signature.
  • Support year-start and fiscal year-end customer reports and action tracking.
  • Document SOPs and desk guides for the billing cycle.
