Job Title: Federal Financial Analyst
Location: Washington, D.C. (remote work is currently supported)
Citizenship/Clearance requirement: Must be authorized to work in the United States

Position Overview

In this full-time position as a Federal Financial Analyst, you will be responsible for the financial management of the enterprise Mid-Level funding supporting services and programs within the Chief Information Officer (CIO) organization under the Associate CIO for Infrastructure Operations (IO). Responsibilities include management, planning, support, budgeting, and forecasting for enterprise infrastructure systems.

Position Summary

Hill Associates Corporation seeks a Federal Financial Analyst supporting the IO group within the Office of the Chief Information Officer (OCIO) at a federal agency in Washington, D.C. The analyst will provide financial analysis for business planning and develop financial solutions for the IO service portfolio, integrating cyber financials with the Technology Business Management (TBM) framework for transparency on cyber service costs.

The role involves interfacing with federal employees and contractors, requiring excellent analytical, communication, and MS Office skills, especially Excel. Stakeholders include customer liaisons, business operations staff, technical teams, vendors, CORs, and leadership (CXOs).

Key Responsibilities
  1. Support development, planning, communication, and assessment activities for the Infrastructure Business Operations team.
  2. Collaborate with federal and contractor staff on financial activities related to budgets, spending plans, and funding execution.
  3. Inform management of fund status and availability.
  4. Develop and manage budget processes, SOPs, and reports.
  5. Review and consolidate program budgets and funding requests.
  6. Monitor and adjust organizational spending to ensure compliance with budgets.
  7. Analyze and report on multi-year funding execution.
  8. Utilize spreadsheets and financial software for modeling and analysis.
Minimum Requirements
  • At least 10 years of professional experience.
  • Bachelor’s degree in finance, accounting, economics, mathematics, IT, or related field.
  • Proficiency in MS Excel, Word, PowerPoint, with experience in financial modeling.
  • Knowledge of business analysis methods and tools.
  • Experience with financial modeling and analysis of large-scale IT or cyber services.
  • Ability to work in complex, evolving environments.
  • Strong communication, analytical, and quantitative skills.
Desired Experience
  • Experience with enterprise IT budgets, federal financials, and funding constructs.
  • Knowledge of federal cybersecurity funding (CEA).
  • Technical Business Management (TBM) experience.
  • Familiarity with federal procurement processes.
  • Certifications such as CGFM or CPFO are a plus.
