Overview

Family Service Representative (FSR) – Hill Country Community Action Association, Inc. (Head Start).

Reports to: Assigned Content Area Coordinator. Assignment Date: _____________. Designated Headquarters: __________________________.

Responsibilities
  • Ensure safety is a priority in performing all job responsibilities. Adhere to safety policy.
  • Assist with the completion of the child health screenings, other required screenings, assessments, and follow up on all referrals.
  • Complete and maintain a monthly health tracker for classrooms served. Document health anecdotal notes in health progress notes.
  • Assist families with establishing a medical and dental home.
  • Input family service information in data management software; document all activities related to family services, including required monthly family contacts.
  • Develop knowledge of community resources and promote effective community support for families through coordination and advocacy with community agencies.
  • Establish and maintain Community Partnership Agreements annually or as needed.
  • Initiate the family partnership process: schedule and conduct Parent Orientations, complete Family Service forms, and assist with identifying/setting goals (FPA) or family needs.
  • Revisit goal setting with families if a goal is not set; ensure child’s photo and photo page are complete.
  • Follow up on family referrals (FPAs) to ensure services are provided; provide resource referrals to meet FPAs or family needs.
  • Work with program staff to assist with transitions into and out of the program.
  • Assist in training and recruitment of parent or community volunteers; ensure background checks are clear before volunteering in the classroom/center.
  • Assist in compiling content area information for PIR (Program Information Report).
  • Update and maintain Parent Board, Parent Area, Parent Notebook, and Volunteer Notebook.
  • Conduct monthly Parent Engagement Opportunities by coordinating speakers and encouraging parent attendance.
  • Complete the Parent, Family and Community Engagement assessment twice a year with all families to address goals, needs, or concerns.
  • Maintain current monthly Family Service Tracker for all classrooms served.
  • Complete home visits as needed to inquire about a child’s attendance or other family needs/concerns.
  • Prepare monthly parent newsletter for centers served.
  • Ensure volunteer records are accurate and mailed to the appropriate office monthly.
  • Assist with child/staff ratio or kitchen duties when assigned; support recruitment efforts.
  • Support center staff when cases of child abuse occur; assist with implementing support services for families suspected of abuse. Promote child abuse awareness and Texas laws pertaining to abuse/neglect at parent orientations.
  • Perform other duties as assigned by Supervisor and/or Head Start Program Director.
Qualifications

Education: Minimum: High School diploma. Preferred: Associate's or Bachelor's in social work or related field with experience in service delivery to the underprivileged or in Head Start. Other preferred: CDA credential for preschool age children. Family Service Credential required within 18 months of employment with only High School Diploma or unrelated field degree.

Experience: Minimum 1 year’s employment with Head Start preferred; knowledge of interviewing techniques and client sensitivity required. Preference for knowledge/experience in social work.

Skills and Abilities: Strong management and organizational skills; ability to communicate with and motivate parents; advocate for children, families, and the Head Start program. Flexible with well-developed written, verbal, and interpersonal skills. Ability to maintain records, assist with reports, and follow written or verbal instructions. Ability to work with diverse backgrounds. Problem-solving without constant supervision. Respectful of diverse cultures; bilingual skills encouraged. Must maintain certification in hearing and vision screening and CPR/First Aid within 90 days of employment. CPR/First Aid is collateral, not primary.

Other: Professional demeanor and attire. No disqualifying criminal record. Valid Class C driver’s license and reliable vehicle with current liability insurance; insurable under HCCAA policy. Initial Head Start physical within 30 days of hire. Compliance with all HCCAA policies and confidentiality standards.

Supervisory Responsibilities: None.

Equipment to be used: Computer and standard office machines; ability to drive agency vehicles.

Physical/Mental Demands: Sitting, standing, bending, reaching, driving; may lift up to 40 pounds. Good hearing and vision. Ability to handle diverse work problems, resolve conflicts, and make decisions under pressure. Ability to listen objectively and engage with employees at all levels. Bilingual skills encouraged.

Working Conditions: Head Start classroom schedules align with center hours (typical 7:30 am–4:00 pm, Mon–Fri). Some duties may fall outside regular hours. Occasional out-of-town and overnight travel; travel to centers in designated area and to meetings as required. Transport children to medical appointments as needed.
