Job summary

Swords to Plowshares in San Francisco is seeking a Property Manager for its permanent supportive housing serving veterans. You will oversee day-to-day operations, ensure safety, compliance with funding requirements, and maintain a trauma-informed, housing-first environment.

You will balance lease enforcement, building safety, and resident services, reporting to the Assistant Director of Property Management, and collaborating with maintenance and supportive services staff to support housing

  • Fluency in English; strong written and verbal communication skills.

Summary:
Position Summary

The Property Manager oversees the day-to-day operations of a permanent supportive housing community serving veterans in San Francisco. This role ensures compliance with all applicable funding, contractual, and regulatory requirements while maintaining a safe, respectful, and housing-first environment.

The Property Manager balances operational excellence, lease enforcement, and building safety with trauma-informed, veteran-centered practices. This position reports directly to the Assistant Director of Property Management.

Responsibilities:
Property Management & Operations
  • Oversee all aspects of daily building operations to ensure safe, clean, and habitable living conditions.
  • Monitor the property daily for safety hazards, maintenance issues, and compliance concerns.
  • Coordinate repairs, preventive maintenance, and improvements in collaboration with maintenance department.
  • Ensure compliance with all applicable funding requirements, contracts, and regulatory agencies.
  • Create and maintain accurate resident files in accordance with agency procedures.
  • Process applications, move-ins, move-outs, transfers, and required certifications.
  • Complete annual and interim recertifications and conduct annual unit inspections.
  • Prepare and submit regular reports, including vacancy, rent collection, and eviction reports.
  • Collect rents and security deposits and coordinate timely bank deposits.
  • Respond to building emergencies as required.
  • Facilitate staff huddles, and monthly community meetings.
  • May be required to provide operational coverage or temporary support at other Swords to Plowshares housing sites, as needed.
Tenant Relations & Housing Stability
  • Orient new residents to the building, lease terms, community rules, and available programs.
  • Enforce community rules and lease provisions fairly, consistently, and in a trauma-informed manner.
  • Maintain regular communication with supportive services staff and advocacy partners to support housing retention, tenant safety, and quality of life.
  • Respond promptly to resident concerns, complaints, and conflicts using de-escalation and problem-solving strategies.
  • Forward grievances, reasonable accommodation requests, and Fair Housing complaints to the Director of Property Management in a timely manner.
  • Issue late rent notices and legal notices in accordance with agency housing-retention procedures.
  • Prepare tenant files and documentation for eviction proceedings when necessary and legally appropriate.
Building Safety & Risk Management
  • Conduct weekly building and grounds inspections with Maintenance department.
  • Provide regular updates to the Assistant Director of Property Management regarding building conditions, resident issues, and operational needs.
  • Ensure compliance with organizational safety policies, emergency procedures, and safe-work practices.
  • Perform additional duties as assigned.
Desired Qualifications:
Experience:
  • Minimum five (5) years of residential property management experience in affordable or supportive housing.
  • Translatable military experience may substitute for civilian experience.
  • Ability to interact effectively with government agencies, service providers, and community partners.
  • Fluency in English and ability to effectively read, write, and communicate in English with staff, clients, and external partners and stakeholders.
  • Excellent administrative, organizational, and communication skills.
Education:
  • Knowledge of affordable housing and public funding programs (e.g., HUD, Section 8, CoC).
  • Working knowledge of landlord-tenant law, Fair Housing, ADA, and Section 504 requirements.
Physical Requirements
  • Ability to move throughout the building, including stairs.
  • Ability to sit for extended periods.
  • Ability to lift up to 25 pounds.
  • Ability to function effectively during emergencies and high-stress situations.
