Job summary

The Army National Guard Units in Illinois seeks a FACILITY OPERATIONS SPECIALIST (TITLE 5) to oversee major and minor construction and renovation projects in a geographically separated area, ensuring adherence to design criteria and budget constraints.

You will coordinate with Architect/Engineer firms, chair design meetings, review contractor work, and guide environmental, energy, security, and communications systems for both new builds and retrofits.

Qualifications

• Must meet qualification using experience alone; no substitution of education for experience.

Responsibilities

• Implement programming and execution of Army National Guard major/minor construction and renovation projects in a geographically separated area.
• Administer, coordinate, and verify design work by Architect/Engineer firms often exceeding $1,000,000 and one year per project.
• Prepare design scopes referencing NGB criteria and establish standards for project design.
• Manage design development and obtain Federal/State approval at each design stage (conceptual, preliminary, final, bid final).
• Chair and coordinate meetings between facility users and design team; ensure work stays within NGB design and space criteria.
• Review, accept or amend work by Architect/Engineer firms; reject non-compliant work; manage bidding; coordinate with Contracting Officer; resolve disputes.
• Provide guidance on building environmental, energy, security, and communication systems for new construction and retrofits.
