Job DetailsLevel: ExperiencedJob Location: National Institutes of Health (NIH) - Rockville Campus - Rockville, MD 20852Position Type: Full TimeEducation Level: High School Diploma/GED or EquivalentSalary Range: $115,000.00 - $128,000.00 Salary/yearTravel Percentage: NoneJob Shift: DayJob Category: Public HealthPosition Objective: The Facilities Planning Manager will support the NIH Office of Research Facilities, Division of Design and Construction Management (DDCM) within the National Institutes of Health.

DDCM is looking for five (5) professional, highly skilled, proactive/self motivated, responsive, customer service oriented, analytical, organized, and quick-learning individuals to assist the Contracting Officer Representatives (CORs) in the management of multiple design/construction projects. The incumbent will be working with many stakeholders such as clients, designers, constructors, reviewers and internal regulators, the Office of Acquisitions (OA) and other divisions, to initiate, plan, award contracts, and see the design and construction through completion and acceptance.

Duties and Responsibilities:
  • Support NIH construction projects, including laboratory, clinical, office, and leased facilities as well as infrastructure projects; work with ICs, building owners, architects and subcontractors to develop communication and collaboration; the incumbent will not take action based on evaluations of contract performance, nor accept/reject other contractors' products or services.
  • Coordinate space, telecommunications, safety, security, transportation, parking, IT, timelines, etc. for relocation of research and administrative staff, renovation of facilities, installation of utility systems for specialized equipment or functions; solicit input from subject matter experts.
  • Provide planning and recommendations in managing all necessary resources throughout the entire project from start-up through closeout; ensure that the ICs expectations, budgetary and mission support objectives are met or exceeded.
  • Provide support for leadership and contribute business judgment on all aspects of projects within position scope.
  • Set appropriate milestones; identify outside non-NIH staff qualified to handle the scope and complexity of the project; interface with ORF Project Officers, Branch Chiefs, Director of Design and Construction, and ORF Director.
  • Create tracking spreadsheets and databases to ensure that all areas of construction, renovation, movement of staff and equipment, etc. are processed in a timely manner
  • Maintain records of budget for renovations to ensure funding availability; provide data to support status of funding reports.
  • Prepare summaries, reports and presentations; participate in meetings and present information and updates to senior leadership.
  • Provide support to Contracting Officer Representative on the development of scopes of work, independent government estimates, and technical evaluation of proposal
  • Perform onsite walks and inspections to monitor project execution
  • Work products and documents related to supporting a program of projects, including laboratory, clinical, office, and leased facilities as well as infrastructure projects; coordinate space, telecommunications, safety, security, transportation, parking, IT, timelines, etc. for relocation of research and administrative staff, renovation of facilities, installation of utility systems for specialized equipment or functions.
  • Work products and documents related to providing planning and recommendations in managing all necessary resources throughout the entire project; providing leadership and business judgment on all aspects of projects.
  • Work products and documents related to setting milestones; create tracking spreadsheets and databases to ensure that all areas of construction, renovation, movement of staff and equipment, etc. are processed in a timely manner.
  • Work products and documents related to maintaining records of budget for renovations to ensure funding availability; provide data to support status of funding reports; prepare summaries, reports and presentations; lead meetings and present information and updates.
QualificationsBasic Qualifications:
  • A Bachelors degree and at least eight years of experience
  • A High School Diploma and at least 12 years of experience.
  • The individuals must have strong prior construction management experience in the institutional or government setting.
  • Prior work in a scientific research or technical environment for a large federal agency, as well as a firm knowledge of federal contracting requirements and NIH design requirements are preferred.
Preferred Qualifications:
  • Ability to communicate effectively, orally and in writing, with non-technical and technical staff
  • Detail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
