Job summary

VLinc is hiring three Facilities Engineer, Portfolio Optimization specialists to embed full-time with Luke AFB's Civil Engineer Squadron in Glendale, AZ. This on-site, full-time role focuses on early facility planning, funding case development, and setting up projects for execution, with deliverables going straight to squadron and wing leadership.

You will prepare DD1391 and AF813 packages, develop construction cost estimates with PACES and RSMeans, and support planning charrettes and IDP/CPP

Qualifications

• Bachelor's degree in engineering (civil/mechanical/electrical/architectural) or closely related field.
• Experience programming, estimating, or planning facility projects, ideally on a military installation.
• Working knowledge of cost estimating tools such as PACES, RSMeans, or comparable.
• Clear, persuasive technical writing; success depends on narrative.
• Ability to obtain and maintain installation access.

Responsibilities

• Prepare and refine project programming documents (DD Form 1391 and AF Form 813 packages) that justify and compete facility requirements for funding.
• Develop parametric and detailed construction cost estimates using PACES and RSMeans.
• Plan and facilitate planning charrettes with squadron personnel and mission partners.
• Support installation planning products, including IDP and CPP deliverables.
• Tailor UFGS for squadron projects.
• Share in the team’s Title II construction management workload: site inspections, QA surveillance, and construction documentation.

About the work

Luke AFB is home to the Air Force's largest F-35 pilot training wing, and the 56th Civil Engineer Squadron plans, programs, and sustains the facilities that keep that mission running. VLinc is hiring three engineers to embed full-time with the squadron's Portfolio Optimization element. This is the front end of the facility lifecycle: deciding what gets built and repaired, making the case for the money, and setting projects up so they execute well. Your work products go straight to squadron and wing leadership.

What you'll do

• Prepare and refine project programming documents (DD Form 1391 and AF Form 813 packages) that justify and compete facility requirements for funding
• Develop parametric and detailed construction cost estimates using PACES and RSMeans
• Plan and facilitate planning charrettes with squadron personnel and mission partners
• Support installation planning products, including Installation Development Plan (IDP) and Comprehensive Planning Program (CPP) deliverables
• Tailor Unified Facilities Guide Specifications (UFGS) for squadron projects
• Share in the team's Title II construction management workload (roughly a quarter of the aggregate effort): site inspections, quality assurance surveillance, and construction documentation

What you'll need

• Bachelor's degree in civil, mechanical, electrical, or architectural engineering, or a closely related field
• Experience programming, estimating, or planning facility projects, ideally on a military installation
• Working knowledge of construction cost estimating tools such as PACES, RSMeans, or comparable
• Clear, persuasive technical writing; programming packages succeed or fail on the narrative
• Ability to obtain and maintain installation access, including a favorable background check

Nice to have

• Prior support to an Air Force civil engineer squadron or equivalent installation engineering organization
• Hands-on DD 1391 development in PACES and charrette facilitation experience
• PE or EIT registration
• Familiarity with UFC criteria and the Air Force installation planning framework
