Role Summary
Facilities Operations Section within the Facilities and Logistics Operations Division. Senior Electrical Engineer role reporting to Group Supervisor. Responsible for reliability, maintainability, oversight, and compliance of institutional electrical infrastructure across the Lab, from low‑voltage systems to high‑voltage substations.
Key Responsibilities
- Conduct technically challenging quality inspections of maintenance work performed by subcontractors on critical electrical systems (UPS, switchgear, generators, 16.5kV substations) to ensure strict compliance with job plans and industry standards (NFPA, NETA, CEC, etc.).
- Lead and conduct investigations, Failure Mode Analysis, and Root Cause Analysis (RCA) on major electrical equipment failures and downtime incidents.
- Develop and implement strategic long‑term corrective actions to prevent recurrence.
- Design, implement, and continuously improve complex preventive/predictive maintenance (PM/PDM) programs.
- Develop and review standard electrical policies, procedures, and requirements.
- Provide technical mentorship to operations personnel, construction/project managers, and multidisciplinary teams on electrical troubleshooting, maintenance procedures, and technology improvements.
- Review and approve all third‑party MOPs and Lockout/Tagout Procedures (LOPs) to ensure maintainability, sustainability, and absolute safety.
- Conduct final‑level design reviews and plan checks for new construction and reconstruction projects, evaluating electrical system designs for compliance, long‑term maintainability, and reliability performance.
- Identify major energy conservation and plant modernization projects that go beyond current subcontractor duties, contributing to energy goals and plant reliability improvement.
- Ensure all maintenance, repair, and modification activities comply with NASA‑approved directives, organizational policies, and current local/national electrical codes (NFPA70, NETA, CEC/NEC).
- Interface regularly with management and JPL project stakeholders, internal and external organizations (subcontract partners, NASA centers) as the technical representative during design, development, and execution of electrical infrastructure related projects.
- Act as the technical advisor to management on all significant electrical maintenance issues.
Required Qualifications
- Bachelor’s degree in Electrical Engineering or similar discipline with a minimum of 9years of related experience, or Master’s degree (7years) or PhD (5years).
- Extensive understanding and application of advanced principles in operation and maintenance of large institutional electrical infrastructure, utility systems, and equipment.
- Expert‑level knowledge of critical electrical systems: high‑voltage systems (16.5kV or equivalent), substations, switchgear, distribution equipment, UPS and PDUs, emergency generators and ATS.
- Deep knowledge of electrical codes and standards (NFPA70, NETA, CEC/NEC).
- Ability to work on major assignments independently, exercising judgment and determining objectives.
- Excellent verbal and written communication skills, with proven ability to report project status and advise management on complex technical issues.
- Proficiency in Microsoft Office suite including MS Project.

Salary Range
Annual: $132,184 – $173,056 (Pasadena, CA).
