Qualifications

  • Bachelor’s degree in Engineering or related field.
  • 7–10 years of progressive facilities management experience in manufacturing/industrial settings.
  • Experience overseeing building infrastructure including HVAC, electrical, plumbing, life-safety, and security systems.
  • Strong knowledge of IBC, NFPA standards, OSHA regulations, and safety codes.
  • Experience managing third‑party contractors and conducting regulatory inspections.

Responsibilities

  • Oversee maintenance of mechanical systems: HVAC, boilers, and utilities.
  • Coordinate electrical, plumbing, lighting, and safety systems across sites.
  • Lead contractor management, scopes of work, and performance oversight.

Job description

The Facilities and Infrastructure Engineer is responsible for the safe, compliant, and cost-effective operation of building infrastructure, utilities, security systems, and grounds for both the Dallas and Council Bluffs facilities. This role oversees facility maintenance programs, contractor management, site security operations, and infrastructure capital planning while ensuring compliance with International Building Code (IBC), fire code, life safety regulations, and all applicable local, state, and federal requirements.

KEY RESPONSIBILITIES

Oversee planning, operation, inspection, and maintenance of:

Mechanical Systems
  • HVAC systems
  • Boilers (steam, hot water, potable hot water)
  • Compressed air systems (facility infrastructure side)
  • UPS systems
  • Elevator systems (personnel)
  • Maintenance vehicle management
Electrical Systems
  • Utility service coordination (Oncor or equivalent)
  • Service entrance panels and switchgear
  • Interior, exterior, and emergency lighting systems
Plumbing & Utility Systems
  • City meters and service
  • Domestic water systems (hot & cold)
  • Sanitary sewer systems
  • Class I liquid waste systems
  • Water filtration systems
Life Safety Systems
  • Fire alarm and monitoring systems
  • Fire water retention systems
Security Systems & Site Access
  • BAS / Access control systems
  • CCTV systems
  • Keyed locks (interior and exterior)
  • Gates and automatic openers
  • Oversight of approximately 15 site security officers
Building & Grounds
  • Roof systems
  • Interior and exterior structural components
  • Office allocations and space planning

Tank Farm Infrastructure
  • Tanks and containment
  • Associated piping
  • Truck dike systems
Compliance & Code Management
  • Ensure compliance with International Building Code (IBC) requirements.
  • Ensure adherence to local fire code, NFPA standards, OSHA regulations, and environmental requirements.
  • Coordinate and manage regulatory inspections.
  • Maintain documentation for permits, certifications, and compliance records.
  • Serve as primary point of contact for AHJs (Authorities Having Jurisdiction).
  • Manage third-party contractors including HVAC, electrical, plumbing, roofing, security, janitorial, pest control, and IT infrastructure vendors.
  • Develop scopes of work and evaluate contractor performance.
  • Ensure contractor compliance with safety and facility requirements.
IT & Site Support
  • Coordinate facility cabling and infrastructure needs.
  • Manage site IT contractor relationships related to facility systems.
Budget & Capital Accountability
  • Develop and manage facilities budgets (mechanical, utilities, security, infrastructure).
  • Monitor spending and implement cost control measures.
  • Forecast facility-related capital needs.
  • Lead facility capital projects including expansions, renovations, and infrastructure upgrades.
  • Provide cost visibility and reporting to leadership.
QUALIFICATIONS
  • Bachelor’s degree in Engineering (Mechanical, Industrial, Electrical, or related field) preferred.
  • 7-10 years of progressive experience in facilities management, building systems, construction, or infrastructure maintenance within a manufacturing or industrial environment.
  • Demonstrated experience managing building infrastructure including HVAC, boilers, electrical distribution, plumbing, life safety systems, and security systems.
  • Strong working knowledge of International Building Code (IBC), NFPA standards, OSHA regulations, and other applicable building and safety codes.
  • Experience preparing for and supporting internal and external audits, regulatory inspections, and Authority Having Jurisdiction (AHJ) interactions.
  • Proven experience managing third-party contractors and service providers, including scope development, performance oversight, and cost control.
  • Demonstrated analytical and problem-solving skills.
  • Emerging leadership capability with ability to influence cross-functional teams.
WORKING CONDITIONS
  • The primary working environment includes both office and industrial facility settings. Office responsibilities involve use of a computer, CMMS systems, budgeting tools, compliance documentation, and contractor management systems.
  • A significant portion of time will be spent throughout the facility, including mechanical and electrical rooms, utility areas, rooftops, grounds, and other infrastructure spaces while coordinating with contractors and site personnel.
  • Exposure to varying temperatures, noise levels, outdoor conditions, and industrial environments typical of a manufacturing facility should be expected.
