Job summary

Colorado Department of Transportation is seeking a Civil Rights Administrator II to support Region 2’s civil rights programs, including DBE/ESB, OJT, Title VI, and labor compliance. You will guide staff, coordinate with local agencies and contractors, perform compliance reviews, and provide training and outreach.

The role requires federal and state civil rights knowledge, strong investigative and communication skills, and ability to travel across Colorado.

Qualifications

  • Five (5) years of full-time professional work experience with a primary focus on employee relations, human resources management, and/or employment investigations.
  • Education from an accredited college or university with coursework in Business Administration, Communications, Human Resources Management, Sociology, Psychology, Law, Organizational Development, Public Administration or another related field (transcripts or NACES report required).
  • Experience in employee relations, human resources management, and/or employment investigations will be considered.

Responsibilities

  • Provide guidance and technical support to employees, contractors, consultants, and local agencies regarding Civil Rights program requirements (DBE/ESB, OJT, labor compliance, DBE/FHWA).

Description Of Job
About the Position

This position supports the Region 2 Civil Rights Office in promoting equal opportunity and helping ensure compliance with federal and state civil rights requirements across CDOT programs and projects. The office works with CDOT employees, local agencies, consultants, contractors, and other partners to support fair and consistent implementation of civil rights programs.

As the Civil Rights Administrator II, you will support external civil rights programs for Region 2 construction projects, with a primary focus on local agency projects. Responsibilities include supporting federally funded projects, contract and labor compliance, equal opportunity and DBE/ESB programs, on-the-job training, Title VI, site visits, project outreach, and staff training. The position also provides guidance to employees on Equal Opportunity, DBE, Labor, Contract, and OJT compliance.

Your duties and responsibilities will include, but are not limited to, the following
  • Provide guidance and technical support to employees, contractors, consultants, and local agencies regarding Civil Rights program requirements, including DBE/ESB, OJT, labor compliance, and federally aided construction projects.
  • Assist with oversight of Civil Rights program requirements by reviewing contract provisions, monitoring compliance, conducting outreach, troubleshooting issues, and making recommendations related to contractor noncompliance.
  • Administer and monitor the DBE program for active construction projects, including reviewing sublet applications for compliance with DBE and FHWA requirements.
  • Support the statewide DBE goal-setting process by evaluating and determining DBE goals for consultant contracts and implementing applicable DBE-specific requirements.
  • Monitor OJT programs and requirements to ensure compliance with applicable special provisions, specifications, and regulations.
  • Monitor labor compliance on construction projects, including applying Davis-Bacon and other applicable federal requirements, conducting site visits and required interviews, reviewing payroll information, and identifying and resolving discrepancies.
  • Conduct federally mandated Equal Employment Opportunity (EEO) compliance reviews, including reviewing contractor employment practices and evaluating compliance with EEO, Affiliated Action, labor, OJT, and DBE requirements.
  • Prepare correspondence, reports, documentation, and recommendations related to compliance reviews and identified issues, and maintain required records.
  • Monitor contractor reporting requirements, including FHWA workforce data, labor interviews, and quarterly labor information.
  • Conduct investigations into labor complaints, determine back-wage liabilities, document violations, and evaluate compliance with contract specifications and federal regulations.
  • Provide technical assistance to contractors, local agencies, consultants, and CDOT staff to address identified compliance issues and recommend corrective actions or sanctions when appropriate.
  • Provide front-end helpdesk support and user training for contractor payroll software systems, including LCP Tracker, B2Gnow, and related systems.
  • Conduct payroll audits and review software systems and processes to identify opportunities for enhancement and streamlining.
  • Present Civil Rights information at preconstruction meetings and provide assistance regarding tracking requirements, payroll submissions, software access, and appropriate sublet requests.
  • Travel to construction project sites, attend meetings, and perform other required program responsibilities, including occasional overnight travel.
Work Environment
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
  • Required to attend meetings, trainings, project site visits, as well as conduct investigations. Estimated 7-10 day/month travel.
  • Occasional overnight travel 1-3 times a year throughout Colorado
  • Required to operate CDOT vehicles.

A combination of relevant education and experience equal to at least 5 years:

  • Education from an accredited college or university with coursework in in Business Administration, Communications, Human Resources Management, Sociology, Psychology, Law, Organizational Development, Public Administration or another field of study closely related to the duties of this position (College transcripts and/or Official NACES Report is required).
  • Experience in employee relations, human resources management, and/or employment investigations will be considered.
