Job summary

Rowan Digital Infrastructure in Temple, TX, is seeking an External Affairs Lead to oversee government and community engagement, public policy, and economic development for our Temple data center campus. The role collaborates with construction and cross-functional teams to advance Rowan’s regional portfolio.

The ideal candidate will have a proven track record of policy advocacy, stakeholder engagement with AHJs and local government, and excellent communication and negotiation skills.

Qualifications

• Bachelor’s degree in a related field and 5+ years of public policy and/or community engagement experience.
• Demonstrated ability to advocate policy positions publicly before key stakeholders.
• Track record of building partnerships with AHJs and economic development organizations.
• Experience communicating with senior leaders and executives.
• Experience drafting strategic communications and supporting public relations.

Responsibilities

• Engage with government representatives, community organizations, residents, and local stakeholders about Rowan's projects.
• Track local legislation and regulatory proceedings and advocate on these items as needed.
• Form coalitions to support or oppose legislation and local policy issues.
• Support drafting and managing strategic plans for political and community engagement.
• Represent Rowan at public events and communicate benefits to external stakeholders.
• Support drafting communications to broaden messaging about community, economic, and environmental benefits.
• Identify and track legislation and local policy proposals impacting Rowan’s operations.
