Job summary

MSD is seeking an Executive Director of State Government Affairs West to lead a team of 6-7 Directors across approximately 25 states. The role requires a strong background in state policy, regulatory affairs, and stakeholder engagement within the bio-pharma sector.

The position is site-based in North Wales, PA with remote flexibility and significant travel across the U.S. 50% travel is expected. An annual bonus and long-term incentives are part of the compensation package.

Qualifications

• Minimum 10 years of experience in state government affairs and policy.
• Experience developing legislative policy priorities aligned with business priorities.
• Experience addressing policy issues affecting the bio-pharmaceutical industry.
• Experience managing and leading teams, including employee development.
• Demonstrated experience engaging executive level leaders.
• Strong writing and presentation skills.

Responsibilities

• Direct and manage team’s work on state legislative and policy issues to support all U.S. Divisions and operations.
• Lead execution of region strategy to mitigate legislative policy risks.
• Manage engagement with stakeholders in legislative and executive branches and with state agencies.
• Identify, analyze, and develop responses to legislative policy issues impacting priorities.
• Serve as lead for assigned policy priorities for products and department operations.
• Coordinate with external groups to ensure alignment on policy positions.
• Support professional development and manage regional resources and compliance.
